Aging Low-Rise Residential Area Near Dapsimni Station to Be Transformed into a Pleasant Housing Complex
Dongdaemun-gu (Mayor Lee Pil-hyung) announced on the 4th that the area around 489 Dapsimni-dong was selected at the ‘5th Moa Town Site Selection Committee’ held by Seoul City.
Moa Town is a small-scale housing maintenance project that systematically organizes low-rise residential areas, where new and old houses are mixed and large-scale redevelopment is difficult, into a single residential complex. It typically takes an average of 4 to 5 years, allowing the project to proceed faster compared to general redevelopment or reconstruction.
The area around 489 Dapsimni-dong is a Type 2 General Residential Area with a total area of 55,045㎡ and is adjacent to Dapsimni Station. However, compared to nearby station areas, it is densely populated with aging low-rise multi-family and single-family houses, with a building aging rate of about 93% and a semi-basement ratio of 77%, making it a very poor residential area in urgent need of maintenance.
To expedite the development of the 489 Dapsimni-dong area, which was selected as Dongdaemun-gu’s first Moa Town site at the 5th Selection Committee, the district plans to establish a ‘Moa Town Management Plan’ in the first half of next year, including ▲ land use plans ▲ zoning upgrades ▲ expansion of maintenance infrastructure and shared facilities ▲ building density plans such as building coverage ratio and floor area ratio.
After the management plan is established, the Moa Housing project will be actively promoted once the area is designated and announced as a ‘Small-scale Housing Maintenance Management Area’ following public inspection and committee review. After designation and announcement, homeowners will be able to establish a Moa Housing (small-scale housing maintenance) project association by applying relaxed standards such as expanding the project area, accelerating project progress.
Seoul City plans to designate and announce December 7 as the reference date for rights assessment for the 489 Dapsimni-dong area to fundamentally block speculative demand such as share splitting. Owners of newly built houses and those who split shares after this date will be subject to cash settlement instead of allocation.
