"Use in Emergencies"... Seoul City and Seoul Metropolitan Police Agency Distribute 'Emergency Bell Sets'

Seoul City and Seoul Metropolitan Police Agency Hold Agreement Ceremony

The Seoul Metropolitan Government is partnering with the Seoul Metropolitan Police Agency to distribute the 'Ansim Set Jikimi (ME),' which supports vulnerable groups such as women and children against crime.


On the 5th, Seoul announced that it will sign a 'Business Agreement for the Distribution of Jikimi' based on this initiative at Seoul City Hall with the Seoul Metropolitan Police Agency. The signing ceremony will be attended by Seoul Mayor Oh Se-hoon, Seoul Metropolitan Police Agency Commissioner Kim Kwang-ho, and Seoul Autonomous Police Committee Chairman Kim Hak-bae, among others.

Jikimi consists of a portable SOS emergency bell and a safety alarm. When the emergency bell is activated, it emits a warning sound (silent mode is also available) to call for help nearby and immediately sends an emergency text message containing location information to up to five pre-set contacts. After 20 seconds of the warning sound, there is an optional function to automatically report to 112. The safety alarm is a device that emits a powerful warning sound with a simple pull of a ring. It deters the perpetrator’s intent to commit a crime and alerts those nearby of an emergency situation.


Under this agreement, Seoul will actively support safety items for citizens' secure daily lives, and the Seoul Metropolitan Police will select and distribute these items to crime victims and those at risk. Both parties will strengthen cooperation in areas such as supporting and distributing Jikimi, exchanging information to prevent dangerous situations including abnormal motive crimes, and more. They will also jointly develop policies related to crime prevention and building a safer Seoul.


Following the signing ceremony, a live demonstration of the portable SOS emergency bell will be held at Seoul Plaza. The demonstration will verify performance and effectiveness by simulating a crime occurrence → activation of the portable SOS emergency bell → sending of text message and 112 report → police dispatch sequence.


The Ansim Set Jikimi will be distributed from the end of this month at 31 police stations and local police substations under the Seoul Metropolitan Police Agency. The distribution targets are victims and those at risk of crimes such as sexual offenses, stalking, domestic violence, and dating violence. Crime victims who have reported incidents to 112 and filed cases will be supported after confirming their willingness during counseling and investigation. Those visiting police stations for counseling due to concerns about potential crime victimization will be assessed by counseling officers who will decide on support based on the risk level. Starting with this distribution, the city plans to continuously provide improved safety items through technological development.


Mayor Oh said, "We will strengthen safety policies by actively distributing Jikimi to protect vulnerable groups exposed to crime risks, such as women," adding, "We will spare no support or effort to ensure the safety of our citizens."
