Demands for Correction and Criticism Flood In
Suggestions for Improvement Directions for Municipal Development
The Gwangyang City Council of Jeollanam-do (Chairman Seo Young-bae) concluded the 2023 administrative audit, which was conducted over nine days from the 23rd of last month, with a final review by each standing committee on the 1st.
To ensure a thorough audit, this administrative inspection involved receiving reports from citizens across various sectors and visiting sites to check the progress of ongoing projects.
During the final review, the General Affairs Committee and the Industry and Construction Committee evaluated that the audit was more productive than ever, demanding corrections and suggesting improvement directions for issues identified.
The General Affairs Committee (Chairman Jeong Gu-ho) requested improvements in areas including ▲accurate diagnosis of revenue and expenditure budgets for efficient financial management ▲thorough post-management of public contest projects ▲promotion of tourism industry tailored to the city's characteristics to find a breakthrough for the local economy crisis ▲establishment of a fair and objective personnel system ▲simplification of various event protocols ▲strict guidance and supervision of investment and contribution institutions ▲and laying the foundation for active citizen participation in policy decisions and budget formulation.
Additionally, urging proactive administration by public officials, the committee mentioned the need for △introducing payment with Gwangyang Sarang gift certificates related to public institution construction, goods procurement, and private contracts ▲strengthening management and supervision when supporting subsidies to various social organizations ▲reviewing efficient operation plans for tourism, cultural, and sports facilities ▲fulfilling prior procedures and forming sufficient consensus with citizens and the city council in implementing various policies or projects ▲and meticulous review when establishing various basic plan research projects.
Jeong Gu-ho, Chairman of the General Affairs Committee, stated, “The 2023 administrative audit focused on concerns and proposing alternatives regarding the difficult economic situation of our country next year and the tight financial conditions of our city.” He added, “The executive agencies should have the will to improve on the issues pointed out in the audit results.”
The Industry and Construction Committee (Chairman Choi Dae-won) requested improvements including ▲thorough collection of residents' opinions when promoting various construction projects ▲strict management and supervision of construction work in preparation for BF certification, etc. ▲implementation of the establishment of promotion and implementation plans as stipulated in ordinances ▲active administrative guidance to allow local construction companies to participate in subcontracting contracts ▲reconsideration of the division of duties at Baegunje Rural Theme Park ▲minimizing design changes in various construction projects ▲and strict fulfillment of guarantees for payment of construction machinery rental fees.
Furthermore, to block indiscriminate research projects and improve the quality of commissioned tasks, following the amendment of related ordinances in September, it was ordered that budgets be allocated according to the nature of the research, and that feasibility studies and basic plan research projects be issued separately for facility costs, incidental costs, and research fees as a principle.
Continuing with “careful review before applying for public contest projects and communication with the city council,” the committee requested refraining from applying for public contest projects where Gwangyang City is the first nationwide or a test bed for new technologies, and for building installation and operation projects that do not support maintenance costs.
Choi Dae-won, Chairman of the Industry and Construction Committee, said, “This administrative audit conducted an in-depth review through document audits, on-site inspections, and policy inquiries, covering sound financial management and the handling process of other civil complaints.” He urged, “The executive agencies should incorporate the requested improvements into corrections and proceed without any leaks.”
Meanwhile, the Gwangyang City Council plans to conduct reviews of ordinances, general matters, the 2024 budget proposal, and fund operation plans by committee starting from the 4th, and to conclude this year's session with the 3rd plenary session scheduled for the 20th.
