"Securing New Industry Growth Engines to Enhance Haenam's Future Value"
Myung Hyun-gwan, the mayor of Haenam County, declared through his policy speech at the Haenam County Council regular session on the 28th that next year’s county administration goals will focus on securing new industry growth engines and building infrastructure for balanced development to enhance Haenam’s future value.
Mayor Myung stated, “The 8th elected administration has been a period of tireless efforts to inherit the unprecedented achievements of the 7th elected administration and to establish long-term development drivers for the happiness of the residents and Haenam.” He added, “In particular, the foundation has been laid for the Solar City industrial complex and the Climate Change Response Agricultural Research Complex, and with large-scale SOC projects being actively promoted, Haenam is shaping up as a place where anyone can easily visit and comfortably stay.”
He also emphasized that fair, just, and transparent administration based on sound financial management?such as operating local finances worth 1.3 trillion KRW, the largest scale among county-level governments nationwide, achieving the highest execution rate in the country, receiving the highest grade for five consecutive years in the Manifesto Pledge Implementation Evaluation, maintaining a second-grade integrity rating for five consecutive years, and achieving the largest number of awards in history?is bearing fruit.

Through the policy speech, Mayor Myung presented the direction for next year’s county administration as follows: △ Establishing a foundation for future value through securing new industry growth engines and balanced development △ Creating sustainable agricultural and fishing villages in response to climate change △ Introducing local tourism policies that add Haenam’s unique taste and charm △ Building a safer and warmer care system △ Aiming for a sustainable society through communication, empathy, and trusted ethical management.
As key tasks to achieve this, he identified fostering Solar City industrial complex and Hwawon Industrial Complex as eco-friendly renewable energy and offshore wind power hinterlands to create a new industry belt; constructing transportation networks connecting Haenam in all directions, including the Gwangju?Haenam Expressway, the Bosung?Haenam?Imseong railway completion, and the Seoul?Haenam?Jeju high-speed railway, thereby laying the foundation for attracting investment and population inflow.
Additionally, he announced plans to create an agricultural cluster linked to the establishment of the National Agricultural and Food Climate Change Response Center, and to develop a high value-added agricultural and fishery environment through the creation of a kimchi raw material supply complex, a sweet potato research center, and a fisheries equipment cluster.
He also proposed the steady promotion of regional tourism development projects such as the Geumgangsan Riverside Park in Haenam-eup and the Duryunsan Healing Park, the implementation of local-centered tourism policies to attract a living population, and the fostering of regionally specialized sports tourism industries.
Key tasks also include the construction of public rental housing for youth, realization of an education city, water supply to 14 towns and townships, and Haenam-style ESG ethical management.
Mayor Myung Hyun-gwan emphasized once again, “Next year is an important time to newly establish future value based on the available resources Haenam possesses.” He added, “In the Year of the Dragon, based on past achievements and stability, we will design a vision of hwaryongjeomjeong (畵龍點睛) to plan an even greater future.”
