Jeollanam-do announced that it won the Grand Prize (1st place), the Minister of the Interior and Safety Award, and secured a prize money of 100 million KRW by presenting the excellent case of delinquent tax collection titled "Pinpointing Anytime, Anywhere! Daepocha" at the Local Tax Field Excellent Case Presentation Contest of the Korea Local Finance Awards.
At this contest hosted by the Ministry of the Interior and Safety, seven judges composed of ministry officials and external experts evaluated 16 cases that passed the document screening in each field, including 11 cases of delinquent tax collection, 4 cases of tax audits, and 3 benchmarking cases in the local tax field.
For the excellent cases in the local tax field, 11 out of 17 cities and provinces nationwide passed the first document screening by the Ministry of the Interior and Safety. The second final evaluation was decided by reflecting 40% of the delinquent tax collection performance by city/province and 60% of the document and presentation screening.
The "Pinpointing Anytime, Anywhere! Daepocha," presented as Jeollanam-do’s representative excellent case, is a method devised by Yeosu City, which was the first in the nation to establish a system for seizing license plates of delinquent vehicles and a linked information system for vehicles under driving suspension orders (commonly called Daepocha), enabling real-time detection and collection of delinquent taxes. Upon detection, the vehicle is forcibly occupied and auctioned to collect delinquent taxes, while blocking illegal distribution and operation of the vehicle, thereby maximizing the efficiency of enforcement work.
Jeollanam-do also received high marks in the evaluation reflecting 40% of the delinquent tax collection performance by city/province by conducting diverse and strong delinquent tax collection activities such as property seizure and auction, credit delinquency registration, and business license restrictions against chronic and habitual delinquents. As of the end of October, it ranked first among provinces nationwide with 33.8 billion KRW, which is 42.3% of the carried-over delinquent tax amount.
Lee Young-chun, Director of the Taxation Division of Jeollanam-do, said, "This achievement is the result of the strong and proactive collection will of the collection officers despite the poor environment for developing collection techniques due to the smaller scale of delinquencies and simpler collection types compared to the metropolitan area." He added, "We will continue to make every effort to increase revenue through discovering new and hidden tax sources and collecting delinquent taxes to expand local finances and realize tax justice."
