Gwangyang City in Jeollanam-do announced on the 21st that it will conduct intensive crackdowns on overnight parking outside of garages for commercial passenger and freight vehicles at the end of November.
The crackdown targets commercial vehicles (passenger and freight) parked for more than one hour between midnight and 4 a.m. in densely populated residential areas, high-risk traffic accident zones, and areas with frequent complaints.
If caught, vehicles from outside the jurisdiction will be referred, and vehicles within the jurisdiction will face administrative penalties such as a suspension of operation for 3 to 5 days or fines ranging from 100,000 to 300,000 KRW according to the Freight Transport Business Act and Passenger Transport Business Act.
On the 3rd of this month, the city conducted crackdowns in Gwangyang-eup, Jungma-dong, Gwangyeong-dong, Taein-dong, and Geumho-dong areas, resulting in the enforcement action against 31 commercial freight vehicles and 5 passenger vehicles.
In addition to the recently designated crackdown areas such as Homeplus in Jungma-dong, Haesu Sauna, Woolim Phil-U, in front of Jeonnam Dragons Football Stadium in Geumho-dong, and the vacant lot next to Mall of Gwangyang, the road from Gwangyang Driver’s License Test Center to Gwangyang Semi Zone Seohee Star Hills in Gwangyang-eup has also received multiple complaints and will be continuously monitored.
Meanwhile, the city’s Transportation Department is applying an ‘Immediate Crackdown System’ to intensively manage vehicles habitually parked overnight, in addition to regular crackdowns.
The Immediate Crackdown System issues a first warning letter to corporations and individual vehicle owners whose vehicles have accumulated complaints via the National Petition System and phone calls, and if re-offended, skips the usual guidance process and enforces immediate crackdowns.
So far, officials have conducted five field visits to complaint areas such as Jungma-dong and Gwangyeong-dong, guiding and cracking down on a total of 12 large freight vehicles.
Kim Seong-su, head of the Transportation Department, stated, “Overnight parking obstructs visibility, causing traffic accidents, and due to the nature of transportation operations during nighttime and early morning hours, residents in densely populated areas complain about noise caused by idling engines.” He urged freight transport workers both inside and outside the jurisdiction to “park at currently operating locations such as Chonam Public Garage and freight vehicle rest areas and cooperate in establishing an advanced traffic culture.”
