Seongnam City in Gyeonggi Province recently sent integrated delinquency notices to 16,300 delinquent taxpayers for local taxes and non-tax revenues last year.
The total delinquent amount for the recipients this time reached 50.136 billion KRW (127,881 cases), including local taxes, non-tax revenues, parking violation fines, and environmental improvement charges.
Looking at the major delinquent amounts, development charges accounted for 77.0% of non-tax revenues, making it the largest portion. This was followed by city/county/district property rental fees (6.38%), fines under the Real Rights Registration Act for Real Estate (4.35%), fines for violations of the Automobile Damage Compensation Guarantee Act (4.0%), compensation fees (2.1%), and fines for delayed vehicle inspections (1.5%).
For local taxes, local income tax accounted for 57.6%, making up more than half. This was followed by property tax (12.3%), acquisition tax (9.1%), and automobile tax (5.9%).
A Seongnam City official stated, "For high-amount and habitual delinquents, we are conducting delinquency dispositions such as seizure of assets including real estate, vehicles, deposits, salaries, and various refunds confirmed to be owned by the delinquent, as well as vehicle license plate confiscation, public auction, and real estate auction." He added, "We are also implementing administrative measures such as restricting licensed business operations, registering public information with credit information agencies, and imposing exit bans."
