Seocho-gu takes the first step to transform the Seocho-dong legal complex into a legal culture hub representing the Asia-Pacific region. It is named the ‘Seocho-gu Judicial Justice Hub.’
Seocho-gu, Seoul (Mayor Jeon Seong-su) will hold the ‘2023 Judicial Justice Hub Creation Academic Conference’ at the Seoul Bar Association Hall on the 24th to advance Seocho-dong as the center of legal culture.
This event, themed ‘The Value and Future of Creating a Judicial Justice Hub,’ is co-hosted by Seocho-gu, the Song Sang-hyun International Justice, Peace and Human Rights Foundation, and the Seoul Bar Association.
The district organized this event to build social consensus for the ‘Judicial Justice Hub’ project, gather expert opinions, and share ideas.
The ‘Judicial Justice Hub’ refers to the nation’s largest legal complex around Banpodaero (Seocho Station to Nue Bridge) and Seocho-daero (Seoripul Tunnel to Seocho Station to Gyodae Station), covering approximately 420,000 square meters.
This area is densely packed with globally rare legal public institutions such as the Supreme Court, Supreme Prosecutors’ Office, Seoul High Court, Seoul High Prosecutors’ Office, as well as the Korean Bar Association, Seoul Bar Association, and numerous law offices. It is also one of the five themed ‘Seocho Cultural Belts’ promoted by the district.
The district aims to make this area the judicial and justice mecca of the Asia-Pacific region. Since July, Seocho-gu has been conducting an academic research project on creating the ‘Judicial Justice Hub.’ The vision is similar to how The Hague in the Netherlands became the international center of judicial justice with institutions like the International Criminal Court, International Court of Justice, and International Arbitration Court. Seocho plans to popularize judicial services and create a vibrant platform for international exchange.
This academic conference, signaling the launch of Seocho-gu’s ‘Judicial Justice Hub’ initiative, will deeply discuss the hub’s identity establishment, development plans, and effects. About 150 participants including legal professionals, related government agencies such as courts and prosecution, legal scholars, and residents will attend. The conference, lasting about two hours from 3 p.m., will begin with a keynote speech by Professor Song Sang-hyun, former President of the International Criminal Court and former Chair of UNICEF Korea Committee.
Following this, Professor Lee Jung-gi of Hongik University’s College of Law will present on the topic ‘The Value and Future of Creating a Judicial Justice Hub,’ introducing branding strategies, overseas cases, and various plans for creating legal culture streets.
Panelists include nine experts such as lawyer Min Il-young (chair), former Justice of the Supreme Court; lawyer Kim Kyung-soo, former Daegu High Prosecutors’ Office Chief; Kim Kwan-gi, Senior Vice President of the Korean Bar Association; Kim Soo-hong, Director of Policy Planning at the Supreme Prosecutors’ Office; Shin Jae-hwan, Chief Planning Officer at the Supreme Court; Lee Soo-hyung, CEO of Legal Times; Lee Je-seung, Vice Dean of Seoul National University Graduate School of Environmental Studies; and lawyer Hong Se-wook. A lively discussion will follow, with time for audience interaction.
Going forward, the district plans to incorporate opinions gathered at the conference into the research project. Once the results are out, various judicial culture programs will be operated, including street design and brand development for establishing the Judicial Justice Hub, creation of specialized spaces, resident tour programs, legal cultural performances, and international academic conferences.
Seocho-gu Mayor Jeon Seong-su said, “I hope this academic conference will provide valuable advice and support for the creation of the Judicial Justice Hub,” adding, “We will strive to make Seocho-gu the judicial and justice capital of the Asia-Pacific.”
