Hwasun-gun, Application and Reception for Rice Management Stabilization Measures Fund

For New Rice Cultivators and Registered Rice Farming Households in 2023

Hwasun-gun, Jeollanam-do announced on the 9th that it is accepting applications for the Rice Management Stabilization Fund from November 1 to December 1 through visits to eup and myeon offices, targeting farmers who newly started rice cultivation or registered as rice management entities in 2023.


The Rice Management Stabilization Fund support project is implemented to stabilize the income of rice farmers facing difficulties due to rice market liberalization and frequent disasters.

This is an income compensation direct payment provided to farmers or agricultural management entities who continuously reside in the province as of the relevant year, directly cultivate rice on farmland within the province, are registered as agricultural management entities, and have confirmed rice cultivation on the relevant plots.


Payments are made on a differential basis according to the cultivation scale, with a limit of 2 hectares per farm.


Farmland participating in the 2023 paddy field crop diversification support project and farmland under agreements to reduce rice cultivation area are exceptionally supported; however, those who are public officials or have an annual comprehensive income outside agriculture of 37 million KRW or more, and farmers cultivating less than 0.1 hectares (300 pyeong) of rice are excluded from support.


Previously, the eligibility for payment was determined by investigating actual rice cultivation based on rice management entity registration information.


From this year, due to strengthened personal information protection laws, sharing of rice management entity registration information is impossible; therefore, the project guidelines have been changed to extract rice farming households through verification by the Ministry of Agriculture, Food and Rural Affairs based on the 2022 agricultural management entity registration list.


Therefore, farmers who newly cultivated rice or registered as management entities in 2023 must complete the application form and cultivation confirmation form through visits to eup and myeon offices to be selected as payment recipients this year.


After application acceptance and verification of payment eligibility, the Rice Management Stabilization Fund is planned to be paid at the end of the year.


A county official stated, “Since this project is promoted to stabilize the income of rice farmers facing difficulties due to rice market liberalization and frequent disasters, we will work closely with each eup and myeon to ensure smooth progress of the project.”
