Han River Basin Environmental Office Approves Basic Plan for Public Wastewater Treatment Facilities
Yongin City: "Operation to Proceed Smoothly in Line with 2025 Industrial Complex Completion"

The '2nd Yongin Technovalley General Industrial Complex' project, planned to be developed in the Ildong-eup area of Cheoin-gu, Yongin-si, Gyeonggi-do, is gaining momentum. Following the commencement of land compensation procedures in June, the plan for the core infrastructure, the public wastewater treatment facility, has also been finalized.

On the 9th, Yongin City announced that the Han River Basin Environmental Office of the Ministry of Environment approved and announced the basic plan for the public wastewater treatment facility of the 2nd Yongin Technovalley.


According to the announcement, the public wastewater treatment facility will be established within the adjacent Yongin Technovalley on a site of 1,213㎡. The newly constructed facility will have the capacity to treat an average of 750 tons of wastewater per day. The project cost required for the facility construction is 14.6 billion KRW. Half of this amount, 7.3 billion KRW, will be supported by the Ministry of Environment, and the remaining half will be borne by the project operator. Initially, a 500-ton per day treatment facility will be completed in the first phase, followed by an expansion to 750 tons per day in the second phase.


The wastewater generated from the industrial complex will be treated to biochemical oxygen demand (BOD) levels below 8 ppm and total organic carbon (TOC) levels below 11 ppm before being discharged into the nearby Songjeon Stream. These levels are lower than the legally required standards of BOD 10 ppm or less and TOC 25 ppm or less.


The city plans to complete the first phase of construction by 2025, the expected completion date of the industrial complex, to ensure that the operation of factories of resident companies is not disrupted. A city official stated, "We will make every effort to install the public wastewater treatment facility within the deadline according to the basic plan so that resident companies do not experience any inconvenience."


The 2nd Yongin Technovalley, intended as a hinterland complex for the nearby Yongin Technovalley, had been promoted since 2009 but drifted for nearly 10 years after the Korea Land and Housing Corporation (LH), which was in charge of the project, abandoned it and no new operator was found.


The project gained new momentum with the participation of the Hanwha Group. As a result of a private operator public offering in 2019, 'J Yongin Technovalley Co., Ltd.', a special purpose company (SPC) jointly invested by Hanwha Solutions, Yongin Urban Corporation, Hanwha Construction Division, and KDB Industrial Bank, was selected as the project operator. Hanwha Solutions holds 70% of the shares in the SPC, Yongin Urban Corporation holds 20%, and Hanwha Construction Division and KDB Industrial Bank each hold 5%.


Meanwhile, the 2nd Yongin Technovalley will be developed over a total area of 270,666㎡ in the Deokseong and Muk-ri areas of Ildong-eup. The area for sale within the industrial complex by use is ▲industrial facility land 145,801㎡ ▲complex zone 31,654㎡ ▲support facility zone 14,447㎡, totaling 191,902㎡. The 2nd Yongin Technovalley side plans to complete the project financing (PF) procedures and start construction and land sales within the year. Earlier, the city announced the compensation plan for the industrial complex development in June and officially began the compensation procedures.


A city official expressed expectations that "the 2nd Yongin Technovalley, being adjacent to the 'Yongin Advanced System Semiconductor National Industrial Complex' being developed in the Ildong and Namsa-eup areas, will have high demand from semiconductor materials, parts, and equipment companies."
