Dobong-gu Activates 'Winter Comprehensive Measures' to Ensure Residents' Safety

Dobong-gu (District Mayor Oh Eon-seok) announced that it has established a 'Comprehensive Winter Measures' plan to prevent various winter disasters, accidents, and safety incidents, and will implement it from November 15 to March 15 of next year.


Earlier, on the 3rd, Oh Eon-seok, Mayor of Dobong-gu, held the '2023 Winter Comprehensive Measures Special Inspection Meeting' to review the preparedness of response systems in five areas: cold wave, snow removal, safety, health & environment, and livelihood, along with 14 detailed countermeasures.


According to the Korea Meteorological Administration, the winter of 2023 is expected to experience significant temperature fluctuations and many dry days due to the periodic influence of cold continental high pressure and mobile high pressure, necessitating thorough preemptive measures for snow removal and wildfire prevention.


First, to prepare for the winter cold wave, the district will operate a 24-hour comprehensive support situation room and run 50 cold wave shelters, including 3 nighttime cold wave shelters, from January to February when cold wave warnings are concentrated.


Additionally, to encourage residents to use public transportation warmly during winter, heated seats and smart shelters will be expanded, and a cold-related illness monitoring system will be established in cooperation with local emergency medical centers.


Efforts will also be made to support vulnerable groups in the community during winter. Energy vouchers will be provided to energy-vulnerable groups who feel burdened by heating costs, and the 'Dobong Hope Sharing Sponsorship Day' held at the end of November will activate a public-private cooperative project to ensure a warm winter.


To prevent damage from heavy snowfall, a snow removal disaster safety headquarters consisting of 13 teams will be formed, and snow removal materials will be secured in advance. In particular, the number of private snow removal service routes will be expanded from 11 to 19, and measures such as expanding the installation of heating cables on steep slopes will be taken to minimize damage through proactive preparation.


Safety inspections will be conducted in advance to ensure the safety of residents at multi-family housing, construction sites, various welfare facilities, as well as large distribution facilities and traditional markets expected to see many visitors during the year-end and New Year holidays. To prevent wildfires, winter weather conditions will be analyzed, and a wildfire site prevention team will be operated to strengthen preventive activities such as crackdowns on burning near forest areas.


In the dry winter season, a disaster safety headquarters will also be formed to respond to fine dust damage, implementing a seasonal fine dust management system to reduce fine dust, protect residents' health, and promote awareness across various sectors.


With the kimchi-making season and year-end holidays approaching, joint inspections on origin labeling and prices will be conducted for high-demand foods such as red pepper powder, salted seafood, and livestock products, ensuring food safety through hygiene and safety inspections.


Oh Eon-seok, Mayor of Dobong-gu, stated, “We will make every effort to implement the comprehensive winter measures so that all residents can spend the winter warmly and safely,” adding, “We will carefully monitor the five key areas and keep a close watch on weather conditions at all times to minimize damage to residents.”
