Gyeonggi Province conducted a full survey on whether delinquent taxpayers of non-tax revenue hold real estate registration rights, seizing 272 cases owned by 728 delinquent taxpayers and collecting 1.35 billion KRW in the process.
With the help of the Ministry of the Interior and Safety and the Court Administration Office, Gyeonggi Province investigated the real estate registration rights of 100,000 delinquent taxpayers who owed more than 500,000 KRW in non-tax revenue from May to October. As a result, 728 delinquent taxpayers held 809 real estate rights, with a total delinquent amount of 11.3 billion KRW.
Gyeonggi Province encouraged collection and announced the seizure of registration rights, collecting 1.35 billion KRW from 138 individuals. Additionally, it selected chronic delinquents and seized registration rights such as mortgages, provisional seizures, provisional dispositions, and provisional registrations from 255 people (with delinquent amounts totaling 3.32 billion KRW).
In a key case, Mr. A, residing in Namyangju City, owed 150 million KRW in fines for violating the Real Name Real Estate Act due to the economic downturn in Gyeonggi. However, upon notification of the mortgage sub-registration seizure during this investigation, he paid 21 million KRW and agreed to pay the remaining delinquent amount in installments.
Company B in Gimpo owed 24 million KRW in shared water surface point and usage fees, citing financial difficulties due to business management issues. However, after notification of the provisional seizure (claim) of rights during this investigation, the entire delinquent amount was paid immediately.
Mr. C, residing in Hanam City, had not paid 69 million KRW in penalties for violating the Building Act but paid the full delinquent amount immediately after notification of the mortgage sub-registration seizure.
Ryu Young-yong, Director of the Tax Justice Division of Gyeonggi Province, emphasized, "Most of these delinquent taxpayers have the ability to pay but have been chronically delinquent. We will pursue collection to the end for such delinquents and take strict legal and principled measures against those who intentionally conceal assets."
