Scheduled for Completion in the First Half of 2030
Costs Covered by Sale of Five City-Owned Lands
Daegu City announced on the 2nd that it has finalized a policy to secure funding through the sale of public assets for the construction of the new city hall and plans to accelerate the construction of the Daegu City Hall new building on the site of Duryu Water Purification Plant in Dalseo-gu, aiming to start construction in the second half of 2026 and complete it by the first half of 2030.
Daegu City confirmed the policy to secure funds for the new city hall construction through the sale of public assets, which is the most realistic alternative under the current difficult financial conditions while reflecting the will of the citizens as confirmed by the public opinion survey conducted on October 11, and submitted the 2024?2028 mid-term public asset management plan during the current session of the Daegu City Council on October 24.

A Daegu City official stated, “To secure the construction costs for the new city hall, we have decided to sell land in five locations: Chilgok Administrative Town, Seongseo Administrative Town, Daegu City Hall Dongin Building and City Council building, parking lots, and the Small and Medium Enterprise Product Exhibition Hall in Yongsan-dong, Dalseo-gu.”
Accordingly, the procedures for changing the land use zone, abolishing urban planning facilities, and other urban management plan changes for the sale of public assets will be completed by early March 2024. In April next year, the city council’s approval for the sale will be obtained, and from May, the process of selling public assets will proceed.
Additionally, during the council’s budget review process, efforts will be made to include design costs for the new city hall, and a dedicated department, the New City Hall Construction Promotion Division, will be newly established in the first half of 2024. Design competitions will begin around May of that year, with design completion planned for 2026 and construction starting in the second half of that year.
Mayor Hong Jun-pyo said, “It is time to stop conflicts and divisions related to the new city hall construction in the local community and to gather all wisdom and capabilities from all sectors to ensure the smooth construction of the new city hall.” He added, “While aiming to complete the new city hall by 2030 with a sense of urgency, we will maintain fiscal soundness according to the opinions confirmed in the public opinion survey and build it as a landmark befitting the status of Daegu as one of South Korea’s top three cities.”
