The Ministry of Science and ICT announced on the 30th that it held a meeting of related ministries chaired by the Minister of Science and ICT to discuss follow-up measures after establishing the 'Charter on the Values and Principles of a Digitally Inclusive Society: Digital Bill of Rights.'
This meeting was held to prepare a concrete implementation plan for the establishment and global dissemination of a new digital order. All 24 major ministries related to digital policy participated in the discussion.
The related ministries discussed the promotion plan for the 'Digital Deepening Response Status Diagnosis.' To review the government's overall response to digital deepening, a regular annual status diagnosis will be conducted. Especially this year, alongside the commentary on the 'Digital Bill of Rights,' issues and current matters linked to each article will be identified, and the response status of each ministry regarding policies and cases will be reviewed.
At the meeting, the Ministry of Science and ICT shared about 90 digital deepening issues and current matters identified during the establishment process of the Digital Bill of Rights with related ministries. Each ministry will supplement additional issues and current matters related to their respective duties and proceed with the status diagnosis based on this.
Furthermore, the related ministries will jointly prepare a government-wide 'Digital Deepening Response Policy Promotion Plan.' This is to ensure that the issues and current matters identified through the status diagnosis can be realized as substantive policies such as legal and institutional improvements. The comprehensive government-wide response plan will classify urgent tasks as short-term and tasks requiring public discussion and research as mid- to long-term tasks for promotion. In particular, considering urgency and impact, highly important tasks will begin public discussions led by the responsible ministries starting next year.
Finally, it was decided to strengthen the response to global digital order norms based on the Digital Bill of Rights. The contents of the Digital Bill of Rights will be reflected in the Global Digital Compact (GDC), a UN-level international digital norm, and the 'OECD Digital Rights Workshop' will be held on the 6th of next month to share the contents and direction of the Digital Bill of Rights with the international community. Additionally, cooperation on digital norms and order with major countries will be strengthened, and promotion of the Digital Bill of Rights will be enhanced through consultations with major countries and international organizations in the future.
Minister Lee Jong-ho of the Ministry of Science and ICT stated, “Since the announcement of the Digital Bill of Rights, the world is now paying attention to the process and content of establishing our digital order norms,” and added, “All ministries will work as one team to create digital norms that can lead globally.”
