Establishment of Fair Standards for Non-Civil Servants Including Recruitment Principles and Procedures
Ulsan City has established the "Ulsan Metropolitan City Regulations on the Recruitment of Public Service Workers and Fixed-term Employees" to enhance fairness and transparency in hiring non-civil servants such as public service workers and fixed-term employees within administrative agencies, and will fully implement it starting next year.
Until now, Ulsan City has conducted the recruitment of public service workers in accordance with guidelines related to civil servant recruitment, and fixed-term employees have been selected based on each department's own standards, creating a need for standardization of systematic procedures.
The newly established regulations consist of a total of 29 articles.
The main contents include ▲ standardized recruitment procedures ▲ establishment and operation of a deliberative body regarding the appropriateness of recruitment plans ▲ relief for victims of recruitment corruption ▲ matters related to the selection and operation of examiners necessary for examinations, among others.
The regulations allow for the recruitment process to be inspected through the operation of a Recruitment Inspection Committee to ensure appropriateness. They also specify detailed recruitment standards, including measures to provide relief to victims at each stage of recruitment in case of recruitment corruption.
Ulsan City is expected to play a significant role in fostering a fair recruitment culture and selecting talented individuals by providing standardized forms applicable to non-civil servant recruitment and supporting recruitment at affiliated organizations.
An official from Ulsan City stated, “With the establishment of regulations for recruiting public service workers and fixed-term employees, we can enhance fairness and transparency in recruitment,” and added, “We will provide administrative support to ensure that the guidelines are properly applied to affiliated organizations at all levels through thorough management.”
