Application of Construction Costs for Approved Vehicle Access Road Sections in Press Coverage, Including Ministry of Land, Infrastructure and Transport Standard Construction Work Norms
Gangbuk-gu, Seoul (Mayor Lee Soon-hee) has decided to improve the restoration procedures for vehicle access facilities and will begin outsourcing restoration work starting from the 24th to promptly repair sidewalks damaged due to vehicle access.
According to current laws such as the Road Act, damages to roads used for vehicle entry and exit with permission must be repaired directly by the permit holder. However, the district office explained that when permit holders carry out road repairs themselves, they often face difficulties in selecting contractors, conducting market price surveys, and administrative procedures. This process sometimes delays restoration work, posing a potential risk of secondary safety accidents.
To address these issues, the district has improved the restoration procedures for vehicle access facilities. The main improvement is that after the permit holder applies for restoration measures to the district and pre-pays the costs, the district will act as the contractor for the restoration work.
Since the district undertakes the restoration work, damaged areas can be repaired quickly like general road construction, and administrative matters arising during the completion process, such as supplementary issues, can be handled promptly.
The outsourcing applies to permitted vehicle access sections on sidewalks, excluding back road entrances and unauthorized sections. The main restoration work includes repairing damaged or sunken sidewalk blocks and damaged curbstones. Costs are charged according to the Ministry of Land, Infrastructure and Transport’s standard construction work unit prices. If the permit holder does not wish to use the outsourcing service, they can still carry out repairs directly as before.
Through this improvement plan, the district expects to provide a one-stop administrative support service to permit holders and to offer residents a safer and more pleasant road environment by promptly restoring damaged sidewalks.
