11 Construction Sites Halted in Incheon... 70% Progress Rate Apartment Buildings Left Abandoned for 26 Years

There are 11 buildings in the Incheon area where construction has been halted for more than two years, with an average abandonment period of about 13 years. Among them, one apartment complex in Michuhol-gu has been left unattended for 26 years.


According to the "Status of Construction-Halted Buildings in the Incheon Area" submitted by the Ministry of Land, Infrastructure and Transport and Incheon City to Heo Jong-sik, a member of the Democratic Party of Korea (Incheon Dong-gu·Michuhol-gu Gap), a total of 11 buildings have had construction stopped for more than two years due to reasons such as lack of funds, bankruptcy, and disputes. Of these, 7 buildings, accounting for 63%, have been abandoned for more than 10 years.


By district, Jung-gu has the most with 3 buildings, followed by Bupyeong-gu and Gyeyang-gu with 2 each, and Michuhol-gu, Dong-gu, Yeonsu-gu, and Ganghwa-gun with 1 each. By usage, there are 3 apartment complexes, 2 lodging facilities, and one each of medical facilities, retail facilities, office facilities, cultural and assembly facilities, lodging and retail facilities.


The reasons for construction suspension were lack of funds and bankruptcy in 5 cases each, and disputes in 1 case. In particular, an apartment complex in Yonghyeon-dong, Michuhol-gu, with one basement floor and four above-ground floors, had construction halted in 1997 due to bankruptcy at 70% completion. It has been abandoned for a staggering 26 years, making it the longest construction-halted building in Incheon.


The cultural and assembly facility in Gyesan-dong, Gyeyang-gu, where construction was halted due to bankruptcy at 39% completion, has been abandoned for 12 years and 10 months. The site is part of the Gyesan Land Development Project 'Cultural Land' carried out from 1992 to 1998 and remains the only undeveloped site within the project area. A lodging facility in Galsan-dong, Bupyeong-gu, has been abandoned for 5 years and 10 months due to lack of funds at 92% completion.


Most of the abandoned buildings are concentrated in the original downtown area of Incheon, and two complex resort buildings in Yeongjongdo, an Incheon Free Economic Zone, are also on the list of abandoned buildings. The project to develop a luxury hotel, foreigner-only casino, and convention facilities in Midan City, Yeongjong International City, has been halted for 3 years and 8 months due to Ssangyong Construction not receiving construction payments.


Rep. Heo emphasized, "Long-term abandoned buildings not only spoil the surrounding aesthetics but can also create anxiety among residents due to potential crime risks. Administrative authorities such as Incheon City should manage abandoned buildings through regular inspections and actively prepare measures to resume construction."
