Gwangyang City Holds 'Gamdong Day' to Listen to Citizens' Voices

Mayor Jeong In-hwa Directly Addresses Citizens' Complaints Including Measures Against Jeonse Fraud

On September 27th (Wednesday), Jeonnam Gwangyang City held the ‘Gwangyang Impression Day’ for September, presided over by Mayor Jeong Inhwa, and announced that they listened to the diverse voices of citizens.


‘Gwangyang Impression Day,’ established to expand citizens’ opportunities to participate in city administration, is a forum where citizens can freely discuss city development plans, grievances, and difficulties, and jointly consider solutions.

At this Impression Day, six citizens from three teams visited and shared opinions and discussed solutions regarding three citizen proposals: ▲support for Baegunsan Chopi Research Association and establishment of compensation standards for damages caused by natural disasters ▲appeal for measures against rental fraud in Gwangyang City ▲request for purchase or cancellation of urban planning for the parking lot site in Mangdeok-ri, Jinwol-myeon.


Regarding the proposal to support the Baegunsan Chopi Research Association’s cultivation facility greenhouse and establish compensation standards for damages caused by natural disasters, it was explained that if the Forestry Crop Production Complex Creation Project under the Ministry of Agriculture, Food and Rural Affairs is applied for every January and eligibility requirements are met, support is possible the following year. To receive broader subsidies for Chopi cultivation, it is necessary to meet the requirements for establishing a corporation and registering as a nursery business.


Additionally, the relevant departments were instructed to actively support the Chopi Research Association, including subsidy projects for installing small greenhouses for Chopi seedling production, and to investigate the causes of disaster occurrences.


Regarding the appeal for measures against rental fraud in Gwangyang City, sincere condolences were expressed for the damages suffered. It was informed that from June 1, 2023, a special law concerning support for victims of rental fraud and housing stability was enacted and implemented. Support measures include free legal counseling offices, use of village lawyers, emergency welfare support for victims’ housing costs, and support for youth rental deposit return guarantee fees.


Meanwhile, Gwangyang City promised to continuously promote measures such as forming a dedicated task force (TF) team for rental fraud prevention, receiving reports from victims, providing legal relief procedure consultations, hiring dedicated personnel, preparing support measures for victim relief, and conducting publicity to prevent rental fraud.


Regarding the civil complaint requesting the purchase or cancellation of urban planning for the parking lot site, which is a miscellaneous land within the Mangdeok District unit plan area in Jinwol-myeon and has been a long-term unexecuted urban planning facility for over 10 years, infringing on private property rights, the city responded that countermeasures for the Mangdeok District unit plan would be prepared promptly.


Mayor Jeong Inhwa of Gwangyang City stated, “We will promptly handle and actively respond to grievances that can be resolved immediately upon hearing citizens’ complaints, and for matters that are difficult to implement right away, we will put more thought and effort into finding alternatives from the citizens’ perspective.”


He continued, “We prioritize communication as the highest value and strive to engage in sincere communication with citizens,” adding, “If citizens share their voices, we will do our best to address and resolve even the smallest issues without neglect.”
