Secret filming under skirts during parcel delivery
255 people receive 'light' punishments for trespassing and assault
"Crime prevention education must be strengthened"

Every year, around 100 postal workers are disciplined for reasons such as drunk driving, assault, sexual violence, and theft.

According to data submitted by the Korea Post to Representative Ha Young-je (Independent) of the National Assembly's Science, Technology, Information and Broadcasting Committee on the 3rd, a total of 670 employees affiliated with Korea Post were disciplined for such reasons from 2019 to September of this year.

Looking at the types of crimes, ▲drunk driving (including refusal to take a breathalyzer test) was the most common with 179 cases. This was followed by ▲74 cases of disciplinary action related to sexual misconduct such as prostitution, sexual assault, and sexual harassment, ▲62 cases of assault and injury, and ▲13 cases of abuse of power.

Over the past five years, the occupational group with the most disciplinary actions at Korea Post has been postal delivery workers. During this period, 465 postal workers were disciplined, accounting for 69.4% of all disciplined employees.

Disciplinary actions against postal workers have shown a continuous increase: ▲77 in 2019 ▲93 in 2020 ▲106 in 2021 ▲126 in 2022. This year, up to September, 63 postal workers have been disciplined.

Notably, over the past five years, 255 postal workers who committed serious crimes such as residential intrusion, sexual misconduct, assault, and property damage received only light punishments such as reprimands or salary reductions.

One postal worker in a rural area accused of nighttime residential intrusion and theft received only a reprimand, and another rural postal worker who was fined for theft and reprimanded committed a second theft within six months but was only suspended for two months.

There were also cases where postal workers committed crimes related to their duties or workplace, such as a postal worker who was dismissed for secretly filming under a victim’s skirt in an elevator during a delivery, and another who was dismissed for stealing 100,000 won in cash left unclaimed by a customer at a post office 365 corner.

Regarding this, Representative Ha pointed out, "Since postal delivery workers’ main duties involve public service that requires a high level of responsibility, awareness must be raised and education and training programs for crime prevention should be strengthened."
