A man known as the 'Busan Dolleochagi' who is serving a 20-year prison sentence for indiscriminately assaulting a woman with the intent to sexually assault her while she was returning home has been handed over to the prosecution on charges of threatening to retaliate against the victim. Depending on the prosecution's indictment and trial outcome, additional sentencing is possible.
The Special Judicial Police Unit of the Daegu Regional Correctional Office announced on the 29th that it recently transferred Lee Mo, the perpetrator of the 'Busan Dolleochagi' case, to the Busan Western District Prosecutors' Office on charges of violating the Act on the Aggravated Punishment of Specific Crimes (retaliatory threats) and insult.
Lee is accused of threatening to retaliate against the victim after his release, showing no remorse while incarcerated at Busan Detention Center. At that time, Lee was subjected to solitary confinement for 30 days, the harshest disciplinary measure imposed on inmates in correctional facilities.
The Special Judicial Police Unit conducted additional investigations on Lee and, judging that the charges of retaliatory threats and insult were valid, handed him over to the prosecution. If indicted, Lee will be tried as an inmate and may face additional sentencing.
Under the Act on the Aggravated Punishment of Specific Crimes, the statutory penalty for retaliatory threats is imprisonment for up to 3 years, or a fine, detention, or penalty not exceeding 5 million won. The statutory penalty for insult is imprisonment or detention for up to 1 year, or a fine not exceeding 2 million won.
On May 22 of last year, around 5 a.m., Lee was confirmed by the Supreme Court to have been sentenced to 20 years in prison for chasing the victim for about 10 minutes and then assaulting her at the shared entrance of an officetel in Busanjin-gu, Busan, with the intent to kill her (rape and murder under the Sexual Violence Punishment Act).
