The High-ranking Officials' Crime Investigation Division (PCC) has requested the prosecution to indict former Busan Metropolitan City Superintendent of Education Kim Seok-jun on charges of irregular special recruitment of dismissed teachers.
On the 26th, the PCC Investigation Division 1 (Chief Prosecutor Kim Myung-seok) announced that it requested the Seoul Central District Prosecutors' Office to indict former Superintendent Kim the previous day on charges including abuse of authority and violation of the State Public Officials Act.
Former Superintendent Kim is accused of instructing Busan Metropolitan Office of Education officials in October 2018 to review special recruitment for four teachers who were dismissed after being convicted of violating the National Security Act, and of using abnormal methods to have them pass.
It was understood that when the staff reported a revised plan changing the eligibility criteria to "retirees related to educational activities" based on legal advice that restricting qualifications could violate laws, former Superintendent Kim instructed to proceed with the limitation to "dismissed teachers." When the Deputy Superintendent opposed the special recruitment and refused approval, it was also investigated that former Superintendent Kim ordered a handwritten note on the plan stating "Special recruitment plan prepared under the Superintendent's instruction."
The prosecution plans to review investigation materials and decide whether to indict former Superintendent Kim.
