Two More Moa Towns Selected in Banghak 2-dong and Ssangmun 1-dong Areas... Dobong-gu to Promote Moa Towns in Total of Four Locations
An area of 97,864㎡ in Banghak 2-dong 618 and 81,142㎡ in Ssangmun 1-dong 460 have been selected as Seoul City Moa Town target sites for development.
As a result, a total of four Moa Town projects are being promoted in Dobong-gu (Mayor Oh Eon-seok), including the previously selected areas of Ssangmun 1-dong 494-22 and 524-87.
Oh Eon-seok, Mayor of Dobong-gu, stated, “We have been well aware of the strong development will of the residents, so the district office has spared no support,” adding, “I am very pleased that these efforts have led to the selection of Moa Town target sites in Banghak 2-dong and Ssangmun 1-dong.”
The Banghak 2-dong 618 area is a typical aging low-rise residential area composed of detached or multi-family houses, with an overall aging rate of about 70%, and suffers from chronic parking difficulties. Additionally, the Ssangmun 1-dong 460 area has an aging rate of 72%, high household density, a high rate of semi-basement units, chronic parking problems, and a height difference of up to 50 meters, which have limited development so far.
A district official said, “For the Banghak 2-dong and Ssangmun 1-dong areas selected as Moa Town target sites, we will promote planned and efficient development by expanding maintenance infrastructure and shared facilities that consider the regional characteristics of low-rise residential areas.”
Going forward, Dobong-gu will establish a ‘Moa Town Management Plan’ for the Banghak 2-dong and Ssangmun 1-dong areas, and after procedures such as Seoul City public inspection and integrated review, these areas will be approved and announced as ‘Small-scale Housing Maintenance Management Areas (Moa Town),’ after which full-scale projects will commence.
The cost for the service required to establish the management plan for Moa Town designation is about 380 million KRW per site, with Seoul City providing 70% of the budget through matching funds with the district, and Dobong-gu investing 30%.
Meanwhile, to fundamentally block speculative demand such as share splitting, Seoul City plans to designate and announce December 27 as the rights calculation reference date for Banghak 2-dong 618 and Ssangmun 1-dong 460. If Moa Town is not designated within two years from the rights calculation reference date or if the land parcel is excluded from the Moa Town management plan area, the rights calculation reference date will automatically expire.
Also, the city stated that even in areas selected as Moa Town target sites, if there is resident conflict over approval, the management plan will be carried out so that only areas desired by the majority of residents proceed with the project.
Oh Eon-seok, Mayor of Dobong-gu, said, “It is important to gather the residents’ consensus for the designation of Moa Town (Small-scale Housing Maintenance Management Area) and for the project to proceed swiftly. This can be considered just the beginning,” adding, “For the Dobong 1-dong area, which was unfortunately not selected, we will actively support it so that after reorganizing the district boundaries, it can reapply.”
The Dobong 1-dong 584-2 area, which was applied for together this time, was excluded from selection due to reasons such as district boundary reexamination. The selection committee judged that since parts of the Bukhansan altitude district, Musugol district unit planning area, and residential environment improvement project area are included within the application site, there could be disharmony in density and height plans outside the application area, and concerns about imbalance in the overall management system of the region.
