Nighttime Crackdown on Illegal Garbage Dumping Continues in Nowon-gu

Nighttime Crackdown on Illegal Garbage Dumping Continues in Nowon-gu

Nowon-gu, Seoul (Mayor Oh Seung-rok) announced that it is making every effort to create a clean and dignified city by eradicating illegal dumping.


This is to improve the quality of life for residents by fundamentally blocking illegal dumping and promptly removing discarded waste to create a clean city.


The district was recognized for its systematic cleaning administration by being selected as ‘Best’ in the 2021 Seoul City Urban Cleanliness Evaluation and ‘Excellent’ in the 2022 evaluation. However, it is not satisfied with these awards and has decided to focus administrative capabilities on solving fundamental problems for a cleaner city.


Earlier this year, the district established an efficient collection system through the reorganization of the cleaning administration system, and in the second half of the year, it prepared new policies to eradicate illegal dumping.


The main measures include ▲ hiring night-duty illegal dumping inspectors ▲ producing an illegal dumping enforcement guidebook ▲ creating an illegal dumping map.


First, night-duty illegal dumping inspectors were hired to thoroughly crack down on illegal dumping, which frequently occurs at night. This aims to fundamentally block illegal dumping that happens on side streets and redevelopment areas using vehicles during early morning hours, habitual illegal dumping in general residential areas, and cigarette butts and flyers thrown around station areas.


Previously, the crackdown was limited to 14 daytime inspectors (1 PM to 7 PM), which had limitations in eradicating illegal dumping. Therefore, the district separately hired two night-duty inspectors. They work from 8 PM until 2 AM the next day, patrolling chronic illegal dumping sites and conducting surprise inspections. Night-duty inspectors have been deployed on-site since the 1st of this month.


Next, an illegal dumping enforcement guidebook was produced. Enforcement officers thoroughly study the guidebook in advance to increase enforcement efficiency and minimize conflicts with complainants.


The guidebook details the mindset and attitude of inspectors, enforcement grounds, procedures and methods, precautions, and responses to complaints, enabling enforcement through thorough understanding. It is the first of its kind produced by a Seoul district and has received high praise from on-site enforcement officers.


An illegal dumping map is also being created. Vulnerable areas for illegal dumping are surveyed for each of the 19 neighborhoods and categorized into ‘high, medium, and low’ levels to be mapped. The presence of illegal dumping signs and CCTV installations will also be recorded to challenge zero illegal dumping. This is targeted for completion in the second half of this year.


Alongside this, to minimize residents’ inconvenience through prompt waste collection, since March this year, the district has subdivided collection zones by increasing the number of delegated household waste collection and transportation companies from four to six. Cleaning personnel have been redeployed to focus on back alleys and cleaning-vulnerable areas, and a new ‘Clean Team’ consisting of 410 senior citizens has been introduced.


During nighttime, public officials and professional cleaning personnel are assigned to five station areas (Nowon Station, Seokgye Station, Gongneung Station, Sanggye Station, Suraksan Station) and illegal dumping sites to maintain cleanliness 24 hours a day.


Oh Seung-rok, Mayor of Nowon-gu, said, “A clean urban environment is the dignity of the city and the right of its residents,” adding, “We will fundamentally block illegal dumping and complete a clean Nowon without waste.”
