Ministry of Education Implements System Requiring Submission of 'Superintendent's Opinion' Within 7 Days for Teacher Child Abuse Reports

From now on, when a teacher is subject to an investigation or inquiry for child abuse, the superintendent of education will verify the matter within 7 days and provide an opinion on whether it constitutes legitimate educational activities such as proper student guidance.


On the 21st, the Ministry of Education announced that it will implement the "Submission of Superintendent's Opinion" system starting from the 25th to protect teachers from indiscriminate child abuse reports.

Accordingly, when a teacher is reported for child abuse, the investigation or inquiry agency will immediately share this information with the Office of Education. Additionally, the public official in charge of educational activities at the Office of Education will visit the school to conduct interviews with the teacher, school administrators, witnesses, and others to ascertain the facts and determine the legitimacy of the guidance based on the "Notice on Teachers' Student Life Guidance" and its explanatory notes. The metropolitan or provincial Office of Education will ultimately prepare the superintendent's opinion letter and submit it to the investigation or inquiry agency.


This process will be completed within a total of 7 days from the time the Office of Education receives the child abuse report from the investigation or inquiry agency.


The metropolitan and provincial Offices of Education will assign dedicated personnel to handle this task. The Ministry of Education plans to conduct joint training with related ministries for the staff in charge at metropolitan and provincial Offices of Education in October to ensure the "Submission of Superintendent's Opinion" system is applied in the field, and will distribute a work manual to the metropolitan and provincial Offices of Education.
