The Korea Arts & Culture Education Service (Chairman Jeong Byeong-guk) is launching the 2024 Arts Promotion Fund open call project, which has been completely restructured based on field feedback.
From February to March, the Arts Council held field work reports by sector and project to collect improvement suggestions from project stakeholders and the arts community. To resolve inconveniences and difficulties in the field, the 2024 open call project structure was entirely revamped. During the restructuring process, to allow more participation from arts field stakeholders, a draft announcement was published on the institution’s website in August to collect opinions both online and offline, and a field public hearing was held in early September for in-depth discussion.
The most significant change in this project structure is the simplification of the previously complex structure of 44 different open call projects into 17 projects that anyone can easily understand. The previous department store-style listing structure was broadly classified into creative and policy areas, and projects with similar content and support targets were boldly integrated and operated. In the creative area, a step-by-step support structure common to genres was applied, while in the policy area, existing projects were integrated and rearranged according to the characteristics of each field.
Among the creative area projects, the establishment of the 'Creative Entity' project is also a major change. This project reflects the arts community’s opinion that creativity requires long-term commitment and autonomy, shifting from the previous one-year project-centered support method to a 'multi-year focused nurturing of core players' approach.
Accountability for subsidized projects will also be strengthened. The pool of candidate review committee members has been completely reorganized, and to enhance the field relevance of reviewers, a three-year term system will be introduced, with unfair or negligent reviewers being removed. Subsidized project operators who fail to fulfill their obligations or act negligently will be completely barred from applying for or being selected for support.
The Arts Council will hold a 2024 open call project briefing session at 2 p.m. on the 25th at the Arko Arts Theater Grand Theater. At this briefing, Chairman Jeong Byeong-guk will personally present the direction of the project restructuring, and department heads will provide guidance on project-specific improvements, support details, and application precautions.
The briefing session will be broadcast live on the Korea Arts & Culture Education Service YouTube channel. In the lobby of the Arko Arts Theater Grand Theater, consultation booths for each project will also be operated, allowing one-on-one inquiries with project managers about project details.
Applications for the 2024 Arts Promotion Fund open call projects will be accepted from October 4 through the National Culture and Arts Support System. Applications for creative area projects can be submitted until 6 p.m. on October 26, and for policy area projects until 6 p.m. on October 30. As this is the first year with a significantly improved project structure, applicants must thoroughly review the project-specific announcements and common application guidelines before applying.
