Written Inquiry to Daegu Metropolitan Office of Education
Yoon Kwon-geun, a member of the Daegu Metropolitan Council (People Power Party·Dalseo-gu 5), pointed out the seriousness of elementary school teachers' rights violations through a written question to the Daegu Metropolitan Office of Education on the 18th, urging the Daegu Metropolitan Office of Education to prepare measures to resolve teachers' rights violations through educational approaches such as parent education and adaptation education for prospective elementary school students.
Councilor Yoon Kwon-geun stated, “There have been consecutive extreme choices by elementary school teachers, and according to a survey announced by the National Elementary School Teachers' Union, 99.2% of 2,390 elementary school teachers nationwide responded that they have experienced violations of their teachers' rights, indicating a serious level,” pointing out the severity of elementary school teachers' rights violations and emphasizing the need for countermeasures.
Councilor Yoon proposed to the Daegu Metropolitan Office of Education, “The effectiveness of teachers' rights protection policies should be enhanced through educational approaches such as respect for teachers' rights education for parents, adaptation education to the elementary education environment for prospective elementary students, and restorative life education.”
He first said, “There was a positive movement for the protection of teachers' rights, such as the Daegu Parents' Declaration, which includes content about trusting and supporting schools and cooperating with them, announced nationwide for the first time last July at the ‘Da:Happy’ Daegu Education Parent Awareness Establishment Slogan Proclamation and Civic Agreement Ceremony hosted by the Daegu Metropolitan Office of Education.”
He continued, “To ensure that such movements do not end as one-time events, continuous education and support are needed regarding the proper role and awareness establishment of parents, as well as the formation of cooperative relationships and culture.”
Councilor Yoon further emphasized, “Especially, young students transitioning from kindergarten to elementary school experience increased confusion, stress, and anxiety due to rapid environmental changes,” adding, “To support stable adaptation, the Office of Education should actively develop effective curricula and systematically promote education such as linked adaptation education between kindergarten and elementary school.”
Along with this, he explained the case of the Gyeongnam Provincial Office of Education, which plans to operate a social service program based on restorative life education for students who received social service dispositions due to teachers' rights violations and school violence, aiming to lead change and growth beyond exclusion and stigma, and jointly proposed that the Daegu Metropolitan Office of Education also take interest in and support restorative life education related to teachers' rights violations.
