Professor Kim Ha-yeol of Korea University Law School (age 59, 21st Judicial Research and Training Institute class) has been appointed as the 7th President of the Constitutional Court Research Institute.


The Constitutional Court announced on the 10th that at 10 a.m. on the 11th, Chief Justice Yoo Nam-seok of the Constitutional Court will present the letter of appointment to Professor Kim at the Constitutional Court's main conference room. Following the appointment ceremony, Professor Kim will hold an inauguration ceremony at the Constitutional Court Research Institute and begin his duties as its president.


President Kim graduated from the Department of Law at Korea University and earned a Ph.D. in law from the same university with a dissertation titled "A Study on Impeachment Trials." He has been a professor at Korea University since 2008.


After passing the 31st Judicial Examination in 1989, Professor Kim completed the 21st Judicial Research and Training Institute in 1992. He began his career as a prosecutor at the Seoul Southern District Prosecutors' Office in 1992 but moved to the Constitutional Court as a junior constitutional researcher the following year. From 1996 to 2008, he served as a constitutional researcher at the Constitutional Court, and from 1999 to 2001, he was an adjunct professor in the Department of Political Science and Law at Sookmyung Women's University. He also served as Chief Secretary to Chief Justice Lee Kang-guk of the Constitutional Court from 2007 to 2008.


In 2008, he was appointed as a professor at Korea University Law School. He served as Vice President of the Korean Association of Public Law in 2015, Vice President of the Korean Constitutional Law Association in 2017, and was the Director of the Korea University Institute of Legal Studies in 2021.


The Constitutional Court Research Institute was established in 2011 as a research and educational institution dedicated to systematically studying mid- to long-term development plans for the constitution and constitutional adjudication system, as well as providing education on constitutional values and the protection of fundamental rights.
