Passage of Amendment to Qualification Regulations for Seocho-gu Council Secretariat Specialist

The Seocho District Council (Chairman Oh Se-cheol) concluded the schedule of the 328th extraordinary session held over seven days.


At the opening ceremony of the 1st plenary session held on the 1st, Chairman Oh Se-cheol urged, “As we begin full-scale legislative activities for the second half of the year, please check whether the projects planned earlier this year are progressing smoothly.” He added, “The council and the executive branch are two pillars supporting Seocho District together,” and urged “communication and cooperation on various pending issues.”


There were also 5-minute free speeches by council members Ahn Jong-sook, Oh Ji-hwan, Kim Ji-hoon, and Kim Sung-joo. Council member Ahn Jong-sook criticized the passive administration in the field of disability policies and called for the establishment of a Disabled Sports Association and the revitalization of sports programs for the disabled. Next, Council member Oh Ji-hwan proposed sufficiently increasing the number of wheelchairs available at the community service centers and further suggested establishing a Welfare Equipment Sharing Center. Then, Council member Kim Ji-hoon demanded the withdrawal of administrative support for the Seocho Business Association, which had become a small private group, and called for consistent administration in supporting national veterans. Lastly, Council member Kim Sung-joo emphasized the need to proactively implement independent personnel authority to enhance the professionalism of Seocho District Council’s administrative staff.


During the extraordinary session, there was a query by Council member Yoo Ji-woong and a response from the bill proposer Council member Park Mi-jung regarding the partial amendment bill of the Seocho District Council Secretariat’s Office Division Rules, which stipulate the qualifications of the council secretariat’s professional advisors. Following the query, in the debate, Council member Oh Ji-hwan spoke in favor, while Council members Yoo Ji-woong and Lee Hyung-jun spoke against. In the electronic vote held after the debate, the bill was finally passed with 11 votes in favor, 4 against, and 1 abstention.


During the 328th extraordinary session, the council processed a total of 10 agenda items. Of these, 7 were council member-initiated ordinances: ▲ Partial amendment to the Seoul Metropolitan City Seocho District Administrative Audit and Investigation Ordinance (Council member Kim Ji-hoon) ▲ Partial amendment to the Seoul Metropolitan City Seocho District Council Local Public Officials Service Ordinance (Council member Ahn Byung-du) ▲ Partial amendment to the Seoul Metropolitan City Seocho District Council Secretariat Office Division Rules (Council member Park Mi-jung) ▲ Ordinance on Vehicle Operation Support for the Seocho District Reserve Forces Training Center (Council member Kim Ji-hoon) ▲ Partial amendment to the Seoul Metropolitan City Seocho District Commendation Ordinance (Council member Kim Ji-hoon) ▲ Ordinance on Support for Socially Isolated Youth in Seocho District (Council member Shin Jeong-tae) ▲ Ordinance on Support for Overcoming Infertility in Seocho District (Council member Oh Ji-hwan).


Other processed agenda items included ▲ Ordinance on Financial Support for Village Buses in Seocho District ▲ Hearing the district council’s opinion on the amendment of the basic development plan (maintenance plan) for Sinbanpo 19th and 25th Apartments in Banpo Apartment District ▲ Hearing the district council’s opinion on the decision (amendment) of the Banbae 5 Housing Reconstruction Maintenance District and Maintenance Plan.
