Gwanak-gu, Public and Private Sectors Collaborate to Create a 'City Where Everyone Is Happy'

Selection of 1.36 Billion KRW for 2024 Gwanak-gu Collaborative Governance Projects and Resident Participatory Budget... Reflecting Residents' Hopes for a Safe and Sustainable Community Life

Gwanak-gu, Public and Private Sectors Collaborate to Create a 'City Where Everyone Is Happy'

Gwanak-gu (Mayor Park Jun-hee) is striving to revitalize the public-private cooperation system and accelerate the creation of "Gwanak, a city where all residents are happy."


First, the district held the "2023 Gwanak-gu Cooperation Council 2nd General Meeting" on the 5th.


The Gwanak-gu Cooperation Council is organized and operated according to the Basic Ordinance for the Activation of Public-Private Cooperation in Gwanak-gu, Seoul, and consists of a total of 39 members, including 9 ex officio members such as Mayor Park Jun-hee, 28 private appointed members, and 2 district council members.


Council members deliberate and decide on ▲establishment and implementation of policies to activate public-private cooperation ▲improvements in overall district administration ▲system improvements and policy evaluations.


At this meeting, the council deliberated and decided on the final selection of local community cooperation tasks for 2024, which were discovered through deliberations such as resident public forums, subcommittee meetings, and expanded subcommittee meetings from April to August.


As a result, the 2024 Gwanak-gu cooperation tasks selected were ▲Gwanak-style Safe and Lively Senior Housing in Alleys ▲Carbon Neutral RUN! Expansion of Eco-friendly Practice Resident Education by Dong (Neighborhood) ▲Gwanak Art Road Re-Design, Spot Gallery Project ▲Resident UP Nokdu Street UP Network Formation and Operation, with a total budget of 225.5 million KRW for four projects.


The selected tasks reflect residents' hopes for a sustainable community life living together amid various social changes, and the district expects these cooperation projects to encourage residents' participation in district administration and contribute to realizing democratic values.


Additionally, on September 6, the district held a Coordination Council for the Resident Participatory Budget to guarantee residents' opportunities to participate in the budget formulation process and enhance transparency and publicness in financial management.


At the Coordination Council, among 320 proposals directly suggested by residents through resident public forums and online continuous submissions, 25 projects were finally deliberated and adjusted after considering department opinions, written reviews, on-site inspections, the purpose of the project proposals, legal compliance, feasibility, and urgency.


For next year's resident participatory budget projects, a total of 25 projects worth approximately 1.14 billion KRW were finally selected.


The project contents mainly focus on residents' safety, rest, pleasant environment, and consideration for socially vulnerable groups, including ▲Mentoring Concerts for Disabled and Non-disabled Persons ▲Installation of Nighttime Safe Return Lighting around Child and Youth Facilities ▲Reinforcement of Resident Rest Areas ▲Road Maintenance in front of Daycare Centers ▲Dong Spring Flower Festivals.


The selected cooperation tasks and resident participatory budget projects will be promoted through public-private cooperation starting from January next year after deliberation by the Gwanak-gu Council in December.


Mayor Park Jun-hee of Gwanak-gu said, "Our district practices district administration based on the spirit of grassroots democracy and fiscal democracy, where residents directly propose and public and private sectors realize together, under the principles of 'innovation, inclusion, and cooperation.' We will continue to make every effort through public-private cooperation to enable residents to achieve a happy life amid various climate and social changes."
