Busan Metropolitan Office of Education is taking active steps to guarantee teachers' legitimate authority in student behavior management.
Since the 1st of this month, Busan Office of Education has been conducting 'School Life Regulation Consulting' for all schools in the district to ensure the smooth implementation of the 'Notice on Teachers' Student Behavior Management' enacted recently.
This notice's promulgation and enforcement follow the amendments to the 'Elementary and Secondary Education Act' in December last year and the 'Enforcement Decree of the same Act' in June this year. It aims to establish an institutional basis for guaranteeing the legitimate authority of student behavior management.
The main contents of the notice include the ability to request the handover of students who repeatedly disrupt classes to their guardians, and the limited use of measures such as inspecting belongings, separating students, and physical restraint within necessary scope.
To ensure the smooth implementation of the notice on the ground, Busan Office of Education has formed and is operating a 'School Life Regulation Establishment and Revision T/F and Consulting Team.' They plan to start consulting activities as early as mid-October to assist schools in guiding students based on the notice without difficulties.
Gwak Jeong-rok, Director of Character Education, Physical Education, and School Meals at the Busan Office of Education, said, "This notice will serve as a guideline for teachers' legitimate educational activities and behavior management," adding, "Our office will continue to strive to foster a culture where students voluntarily follow school life regulations and to ensure student behavior management without infringement on teachers' rights."
