'Defect Judgments' DL Construction Leads with 899 Cases, GS Construction Follows with 678 Cases
Amid growing attention to apartment defects following the rebar omission incident, it has been revealed that among the top 15 companies with the most defect judgments in multi-family housing (apartments) over the past five years, five are large corporations ranked in the 'Top 10' of construction capability evaluations.
On the 3rd, Rep. Heo Young of the Democratic Party, a member of the National Assembly Land, Infrastructure and Transport Committee, analyzed the '2019-2023 Defect Judgment Status by Construction Company for Multi-family Housing' received from the Ministry of Land, Infrastructure and Transport, finding that DL Construction had the highest number with 899 cases, followed by GS Construction, which triggered the recent rebar omission incident, with 678 cases, ranking second.

Next were Jungheung Togeon with 626 cases, HDC Hyundai Development Company with 444 cases, Doosan Construction with 403 cases, Daewoo Construction with 374 cases, Lotte Construction with 344 cases, DL E&C with 283 cases, SM Shipping with 267 cases, Daebang Construction with 263 cases, Hoban Industry with 241 cases, Gyeryong Construction Industry with 228 cases, Hyundai Construction with 214 cases, Hanyang with 180 cases, and Daemyung General Construction with 179 cases.
Among these 15 companies, the leading domestic construction firms ranked within the top 10 in this year's construction capability evaluation were Hyundai Construction (2nd), Daewoo Construction (3rd), GS Construction (5th), DL E&C (6th), and Lotte Construction (8th). Additionally, HDC Hyundai Industrial Group (11th), DL Construction (13th), Daebang Construction (14th), Jungheung Togeon (15th), and Gyeryong Construction Industry (18th) were included within the top 20. The construction capability evaluation ranking is a credible indicator comprehensively assessing construction performance, management status, and technical ability, and is used by clients in both public and private projects as a standard.
The Ministry of Land, Infrastructure and Transport operates the Defect Review and Dispute Mediation Committee to mediate defect disputes between multi-family housing project entities and residents. Since the committee's judgments carry the same effect as court rulings, if a defect is confirmed, the project entity must carry out defect repairs. Failure to comply results in a fine of up to 10 million KRW.
Among the top 15 companies in terms of defect judgments, the number of defect review submissions (based on defect counts) were GS Construction with 3,141 cases, Jungheung Togeon with 2,167 cases, and HDC Hyundai Development Company with 1,955 cases.
