The Seoul Metropolitan Government announced on the 28th that it will accept applications for the second additional recruitment of the ‘Youth Monthly Rent Support’ program, which provides up to 200,000 KRW per month for 12 months to help young people struggling with high housing costs. Applications will be accepted for two weeks from 10:00 AM on the 5th to 6:00 PM on the 18th of next month through the Seoul Housing Portal.
Previously, Seoul selected 21,757 applicants during the first recruitment period in May and June. The second additional recruitment targets single-person households of young people aged 19 to 39 (born between 1983 and 2004 according to the resident registration certificate) who are registered residents of Seoul and do not own a home, with a household income at or below 150% of the median income. Approximately 3,500 applicants will be selected and supported.
Support is also available for siblings or cohabitants aged 19 to 39 according to the resident registration certificate. Additionally, individuals living together as a two-person household in a 'share house' or similar arrangement, who have separate lease contracts with the landlord, can apply individually.
The Seoul program covers a broader range of young people compared to the government’s temporary special youth monthly rent support program, which only supports those aged 19 to 34 with household income at or below 60% of the median income. Therefore, young people who missed the application deadline on the 21st for the government program or did not meet the age or income requirements can still apply for this program, provided they have not previously received support from it.
Besides income requirements, applicants must be actually residing in a rental property with a deposit of 50 million KRW or less and monthly rent of 600,000 KRW or less. General assets (including land and building tax base, vehicle market value standard, and rental deposit) must not exceed 100 million KRW.
When applying for the youth monthly rent support, applicants must submit ▲lease contract ▲monthly rent transfer receipt (proof of rent payment) ▲family relation certificate. Additional application details can be found in the notices section of the Seoul Housing Portal.
Seoul will select recipients by dividing applicants into 'four income brackets' based on monthly rent, rental deposit, and income. If the number of applicants exceeds the quota, recipients will be chosen through a computerized random draw within each bracket.
After reviewing income, assets, and eligibility, Seoul plans to announce the final list of recipients in November and will begin providing rent support every two months starting at the end of December. The first payment will cover four months’ worth of rent to account for the review period.
Han Byung-yong, Director of Seoul’s Housing Policy Office, said, “We hope that this second additional recruitment for youth monthly rent support will be a timely relief for young people who started renting after the first recruitment period or who unfortunately missed the first application. We will continue to support rent assistance so that it can serve as a foundation for long-term housing stability for young people with vulnerable housing conditions.”
