Gangnam-gu Resumes Enforcement of Illegal Parking with Mobile Vehicle CCTV

Enforcement Focused on Absolute Prohibition Zones Such as School Zones and Sidewalks with Six Vehicles Equipped with the Latest Equipment... Guidance Period in September, Enforcement Starting in October

Gangnam-gu (District Mayor Jo Seong-myeong) will fully resume mobile CCTV enforcement against illegal parking and stopping from October, which had been suspended due to COVID-19.

Considering the difficult local economic situation caused by COVID-19, the district temporarily suspended mobile CCTV enforcement from February 2020 and has been conducting flexible enforcement mainly with 371 fixed CCTV units and 66 on-site enforcement personnel. However, due to the recent increase in accidents in school zones and the rise of pedestrian safety threats caused by sidewalk parking, the district plans to resume mobile CCTV enforcement in parallel.

To this end, the district replaced the outdated camera equipment and purchased six enforcement vehicles equipped with the latest models featuring excellent vehicle number recognition systems. Mobile CCTV enforcement can detect illegal vehicles regardless of parking type, and with front and rear cameras, it can effectively crack down on various cunning parking methods that attempt to evade fixed CCTV enforcement by covering license plates.

The mobile enforcement cameras photograph the license plates of all illegally parked or stopped vehicles in the enforcement area, then re-photograph the same location after 10 minutes to confirm illegal parking or stopping and impose fines. The focused enforcement areas include locations with frequent illegal parking complaints, blind spots of fixed CCTV enforcement, and six absolute prohibition zones (school zones, crosswalks, sidewalks, intersection corners, fire hydrants, and bus stops). In particular, parking or stopping for more than 5 minutes in these absolute prohibition zones will be subject to enforcement.

The district is currently collecting residents' opinions through an administrative notice throughout August and plans to minimize complaints by conducting publicity and guidance during September.

Jo Seong-myeong, Mayor of Gangnam-gu, stated, “Through this mobile vehicle enforcement, we will complement the limitations of on-site personnel enforcement and fixed CCTV to establish an efficient parking and stopping enforcement system,” and added, “We will continue to eradicate illegal parking and stopping to ensure smooth traffic flow and prevent pedestrian safety accidents.”
