From August 21 to 24, a 3-night 4-day full-scale effort to prepare for the 2023 Eulji Exercise exhibition
On the 23rd, during the civil defense air raid drill, a full survey of civil defense alarm audibility will be conducted at 121 locations including civil defense shelters
Seongdong-gu (District Mayor Jung Won-oh) will conduct the 2023 Eulji Exercise from the 21st to the 24th, involving 17 institutions including the district office, police station, and fire station, and will carry out a survey on the audibility of civil defense alarms.
The ‘Eulji Exercise’ is conducted to establish national emergency preparedness by practicing national crisis management and wartime transition procedures in preparation for localized provocations before war, and through total war exercises in case of war outbreak.
First, on the 21st of this month, emergency assembly of public officials and wartime organization formation training will be conducted, followed by wartime office evacuation and relocation training on the 22nd. On the 23rd, exercises including a terrorist attack drill at Wangsimni Station and presentations on response measures upon detection of North Korea’s nuclear capabilities and signs will be held to repeatedly practice wartime mission execution and improve proficiency.
Additionally, during this civil defense training, civil defense members will perform actual duties such as guiding resident evacuation and controlling movement to enhance their ability to respond to real situations. Civil defense members participating in the training will be recognized as having completed this year’s civil defense education.
In particular, at 2 p.m. on the 23rd, during the civil defense air raid drill, a ‘civil defense alarm audibility survey’ will be conducted targeting a total of 121 locations including all civil defense shelters in Seongdong-gu and areas expected to have hearing difficulties. When the siren sounds exactly at 2 p.m., residents should move to the nearest civil defense shelter.
This is the first nationwide survey conducted since the alarm was issued following the launch of a North Korean reconnaissance satellite at the end of May. At that time, when sirens sounded across Seoul, complaints were received about difficulty hearing in some areas, prompting a full-scale survey. The results of the audibility will be classified into five levels. Seongdong-gu plans to use this survey to eliminate blind spots in the disaster and civil defense alarm system.
Since May, the district has also been securing additional civil defense shelters for resident evacuation. Including 15 knowledge industry centers in the Seongsu-dong area, 23 additional civil defense shelters have been designated, bringing the total to 119 shelters currently in operation.
Accordingly, the capacity rate of civil defense evacuation facilities relative to the population of 280,000 has increased from 508% to 650%.
Furthermore, from the 21st to the 24th, a Korean War (6.25) photo exhibition will be held on the first floor of Seongdong-gu Office’s Chaekmaru, and on the 22nd, a military equipment exhibition and emergency food experience event will take place.
Jung Won-oh, Mayor of Seongdong-gu, said, "Seongdong-gu is thoroughly preparing for the Eulji Exercise to establish a flawless national security and emergency preparedness posture," adding, "Through the civil defense training and civil defense alarm system audibility survey conducted for 20 minutes at 2 p.m. on the 23rd, we will create a solid security environment."
