As uncertainties in the real estate market expand due to falling housing prices and the risk of "empty shell jeonse" (Kkangtong Jeonse), demand is increasing for public-supported private rental apartments that offer stable residence for up to 10 years.
Public-supported rental housing is a residential product that combines the characteristics of public rental housing supplied by public housing providers with government support and private rental housing supplied by private developers. It adds a public aspect to brand apartments built by private construction companies, featuring excellent marketability with specialized designs from private builders while maintaining high price competitiveness.
Additionally, it offers advantages such as freedom from subscription regulations and excellent residential stability. Unlike general sale apartments, it does not require the use of subscription savings accounts and is not subject to restrictions like re-winning limitations, making the entry barrier relatively low. Moreover, during the residence period, there are no burdens of various real estate-related taxes such as acquisition tax and property tax, and most importantly, residents can live for up to 10 years without the burden of moving, making it an attractive option in the current market situation. Furthermore, rent increases upon contract renewal are limited to 5% or less, reducing the burden of long-term residence.
In addition, as the recent decline in housing prices continues and cases of tenants not receiving their jeonse deposits back increase, public-supported private rentals operate a guarantee on rental deposits through the construction company, ensuring safe return of deposits upon moving out. Also, residents can maintain their status as non-homeowners during the residence period, allowing them to accumulate subscription points and use it as a stepping stone to home ownership.
An industry insider said, "Although the government has introduced mandatory subscription to rental deposit guarantee insurance as part of real estate measures, concerns still exist, so it is important to find safer housing," adding, "Public-supported private rental apartments are attracting attention from demanders preparing to buy a home because they offer high product completeness through private construction and stable residence for up to 10 years."
Meanwhile, Hoban Construction is drawing attention as it is recruiting additional tenants for the public-supported private rental apartment ‘Hoban Summit Grand Park (Blocks 2 and 4)’ located in Yongsan District, Yuseong-gu, Daejeon Metropolitan City.
Hoban Summit Grand Park (Blocks 2 and 4) consists of 14 buildings, ranging from 3 basement floors to 35 above-ground floors, with a total of 1,791 households. All units are composed of exclusive areas of 59㎡ and 84㎡, which are highly preferred by consumers. This complex attracted great interest and was 100% sold out during its initial recruitment in 2021. The current additional tenant recruitment targets some canceled households due to reasons such as acquisition of housing (sale rights), job changes, or cancellations. In this recruitment, special supply units are available in 59㎡ and 84㎡F types, while general supply units are available in two types: 84㎡A and 84㎡B.
Hoban Summit Grand Park (Blocks 2 and 4) boasts high residential stability as a public-supported private rental apartment. Lease contracts are renewed every two years, with rent increases capped at 5% or less. There are no tax burdens such as acquisition tax or property tax, and various benefits such as monthly rent tax deductions are provided.
Applicants for tenancy must be non-homeowners aged 19 or older or members of non-homeowner households, regardless of subscription savings account status or residence area (only one application per household is allowed), and there are no re-winning restrictions. Special supply is divided into youth, newlyweds, and senior categories. However, overlapping contracts between special supply and general supply are not allowed.
Hoban Summit Grand Park (Blocks 2 and 4) in Yongsan District offers excellent location conditions. It is an "elementary school within walking distance" (Chopuma) apartment with an elementary school planned within the complex. Nearby schools include Yongsan Elementary School, Donghwa Middle School, Gwanpyeong Middle School, Daeseong High School, and Daejeon Science High School, providing an excellent educational environment. For transportation, Bukdaejeon IC is nearby, facilitating easy access to nearby highways, and Yuseong-daero and Daedeok-daero provide convenient intra- and inter-city travel. The complex is adjacent to central commercial areas such as Hyundai Premium Outlet and Lotte Mart, with Daejeon Shinsegae Expo Branch also nearby. The environment is pleasant with nearby Gwanpyeongcheon Stream, a planned neighborhood park within Yongsan District, Donghwaul Waterside Park, and Cheongbyeoksan Neighborhood Park.
In addition to excellent location conditions, the complex features high product completeness constructed by Hoban Construction. The layout is mainly south-facing with a 4-bay design (except for some units), ensuring ventilation and views. The complex is designed as a car-free zone on the ground level, separating vehicle and pedestrian paths to enhance safety. A separate space for children's school pick-up and drop-off is provided at the main entrance. For residents' convenience, a home IoT platform is offered (IoT appliances must be purchased separately, and additional fees apply for service use). Furthermore, various community facilities such as a fitness center, GX room, indoor golf practice range, study room, and small library are provided to enhance residential convenience.
