Field-Centered Virtuous Cycle HR, Headquarters Leaders Deployed Forward
'Fairness, Timeliness, Impression'... Focus on Industrial Accident and Labor Welfare Services
The Korea Workers' Compensation and Welfare Service (Director Park Jong-gil) is drawing attention by fully utilizing the job posting method for executive-level personnel appointments.
Job posting is a method that provides employees within the organization with opportunities to transfer to different departments or roles. It has the advantage of nurturing talent within the organization and allowing participation in various projects to gain new skills and experiences, thereby creating opportunities for workforce reallocation and work efficiency.
On the 1st, the Korea Workers' Compensation and Welfare Service announced that it conducted personnel appointments at the director-general level, placing key leaders with a field-oriented focus. It also stated that all director-general positions at headquarters were opened for job posting to establish a virtuous cycle personnel system between headquarters and the field.
Park Jong-gil, Director of the Korea Workers' Compensation and Welfare Service, is presenting an appointment letter to an executive staff member who received a new position this year at the Ulsan headquarters on the 1st.
Five core leaders who have worked at headquarters for more than two years were deployed to frontline positions as branch managers (Seoul Gangnam, Seoul Southern, Seoul Western, Daejeon Eastern, Busan Eastern), and the key point of this personnel appointment was selecting seven out of twelve director-general positions at headquarters from among field leaders.
The Service explained that promotions to headquarters chief level and above were selected from talents possessing a field service mindset and strategic planning capabilities, and that they pursued an open personnel system to allow more promotions from the field, breaking away from the previously closed promotion structure centered on headquarters director-generals.
This means nurturing emerging leaders who will be responsible for the future of the Service while simultaneously reallocating verified senior headquarters officials to the field. The policy is to establish a virtuous cycle personnel system where headquarters and the field grow together to implement citizen-experienced services.
An official from the Service introduced, “In the past, the job posting personnel method was only applied to vacant positions, but the personnel appointments effective August 1st this time are the first case where all director-general positions at headquarters were opened for job posting.”
On the same day, the ‘Hope Vision 2030 Project TF’ was launched. It aims to innovate the entire organization by establishing vision and strategy reflecting the current era, innovating work processes, and improving the working atmosphere, with a vision proclamation ceremony planned for November to reaffirm commitment.
Director Park Jong-gil said, “The Korea Workers' Compensation and Welfare Service is a social service delivery institution entrusted by the state with the mission of providing安心 services through industrial accident insurance to all workers and adding stability through worker welfare systems,” and added, “It is necessary to allocate all human and material resources with a field-oriented focus, so we have reorganized the organization with the goal of ‘Fairness, Timeliness, and Impression’ services.”
