To address the issue of assembly banners being indiscriminately installed throughout the city, damaging urban aesthetics and threatening citizens' safety, Suseong-gu has taken proactive measures.
Daegu Suseong-gu (Mayor Kim Dae-kwon) announced on the 1st that, in collaboration with the Suseong Police Station, it is producing and distributing the ‘Assembly Banner Display and Installation Guidelines’ to establish a proper assembly culture and create a safe living environment.
Daegu Suseong-gu Office officials are removing banners on the streets around the Daegu Office of Education.
According to the Outdoor Advertising Act, assembly banners can be displayed and installed for non-profit purposes within 30 days when used for lawful political activities or labor movement assemblies. However, even if an assembly is reported, banners can only be displayed and installed at the time and place where the actual assembly takes place.
Nevertheless, due to insufficient promotion of the legal provisions, enforcement regarding assembly banners is practically difficult.
Accordingly, since July, Suseong-gu, with the cooperation of the Suseong Police Station, has been actively promoting the guidelines to assembly groups regarding the rules for installing assembly banners. Additionally, about 200 banners installed across Suseong-gu, including areas under the Daegu Metropolitan Office of Education, where no actual assemblies were held, were removed.
A Suseong-gu official stated, “From April over the past four months, we have removed 200 banners in cases where assemblies were reported but not held after the banners were put up, or banners that were not taken down even after the assemblies ended.”
Kim Dae-kwon, Mayor of Daegu Suseong-gu, said, “We will continue to promote the maintenance of illegal banners to create a clean and safe city. While the freedom of assembly and expression must be guaranteed, citizens’ rights to pursue a safe and pleasant environment must also be properly protected. Therefore, we will manage this issue through ongoing consultations with assembly groups.”
