Hwasun-gun to Intensify Crackdown and Maintenance of Illegal Roadside Advertisements

Illegal Advertisement Cleanup and Disaster Preparedness to Ensure Residents' Safety

Hwasun-gun, Jeollanam-do announced on the 28th that it will begin focused crackdowns and maintenance of illegal roadside advertisements starting from the 27th.


The focused crackdown and maintenance of illegal roadside advertisements aim to prevent safety accidents caused by illegal advertisements during the vacation season and natural disasters such as typhoons and floods.


The focused crackdown and maintenance will concentrate on political party banners that do not meet the installation standards specified in the "Guidelines for Installation and Management of Political Party Banners" as well as commercial banners.

The main points of the "Guidelines for Installation and Management of Political Party Banners" implemented by the Ministry of the Interior and Safety are as follows.


First, the installation of political party banners is prohibited in areas designated for the protection of children, the elderly, and the disabled.


Also, banners must be installed so that the lowest part of the string is at least 2 meters above the ground in places where pedestrians pass or where the visibility of vehicle drivers may be obstructed.


Banners displaying names of organizations other than political parties or names of general party members instead of the party member council chairperson are considered not to be banners for normal political party activities and are therefore prohibited.


Political party banners must include the party name, party contact information, installer contact information, and display period, which should be within 15 days.


Banners that violate these display or installation methods can be removed by the relevant local government.


Local governments may request correction from the political party (or installer) and remove the banner if the request is not complied with.


Accordingly, it is recommended to install political party banners first on designated banner posts or priority political banner posts.


To actively guarantee the freedom of political party activities, the Outdoor Advertising Act was amended and enforced last year to exempt political party banners from reporting procedures and installation location restrictions.


As a result, side effects such as political party banners being installed at excessively low heights or being installed in large quantities in one place, causing safety accidents nationwide, have occurred.


A county official stated, "Through the focused crackdown and maintenance of illegal roadside advertisements, we will do our best to create a pleasant living environment and ensure safety for the residents."
