High Possibility of Punishment for Excessive Exposure and Public Indecency Charges

An incident occurred where a man wearing an umbrella on a rainy day was strolling down the street without wearing any clothes.


The Dangjin Police Station in Chungnam announced on the 26th that they are tracking the man after receiving a citizen's report on the 23rd stating, "A naked man is wandering around the street."


There have been no reports that this man committed sexual crimes against women, and the police are currently identifying his movements and identity by securing witness statements and nearby CCTV footage. Once his identity is confirmed, he will be booked and the exact motive and circumstances of the incident will be investigated.

The author of the post, Mr. A, said, "I was really shocked while going to get food at an intersection in Dangjin-si, Chungnam," adding, "There have been bad incidents in Seoul recently. I wonder what is going on."


Mr. A then revealed a photo taken from his vehicle. The photo showed a man crossing a crosswalk without wearing underwear. Judging by the traffic light color, it appears he was jaywalking. Although he was not wearing clothes, he was holding an umbrella and wearing slippers.


Netizens who saw this post expressed curiosity about the situation, which defies common sense. Comments included, "What kind of situation was this?" and "Did he lose everything gambling?" One netizen even remarked, "He should have used the umbrella to cover his body, not his head."


Exposure in Public Places Can Be Punished as Indecent Public Behavior

Meanwhile, similar cases to the previous naked man have been occurring frequently. In February, multiple reports were received in Siheung, Gyeonggi, of a man walking naked on the street wearing only a black mask, prompting police investigation.


In May, there was also a sighting of a woman walking across a crosswalk in the middle of the road without wearing a single thread of clothing. The authenticity of the photo, as well as the location and time it was taken, have not been confirmed.


Like these cases, walking naked on the street or exposing oneself in public places can be punished under the Minor Offenses Act for excessive exposure or indecent public behavior. Excessive exposure is punishable by a fine of up to 100,000 won, while indecent public behavior can result in imprisonment of up to one year or a fine of up to 5 million won.
