'Video Records Management Briefing' at Seoul City Hall
Plan to Discuss Incentives for the 'Serious Accident Punishment Act' with Central Government
"For ordinary people, owning a house is their entire fortune. Guaranteed safety is essential to protect lives and property. If properly recorded and preserved through video, defective construction can be drastically reduced at all construction sites."
On the morning of the 25th at 10 a.m., Seoul Mayor Oh Se-hoon attended the 'Video Record Management Construction Company Training' held at the Seoul City Hall Multipurpose Hall and emphasized this point. The briefing session was organized to share Seoul City's one-year experience and know-how in video record management accumulated at construction sites with private construction companies. A total of 270 people, including executives and site managers from 64 private construction companies, including the top 30 companies by contract ranking, attended.
Mayor Oh said, "Seoul City requested participation in video record management, and I am grateful that all of the top 30 companies by contract ranking promised to participate. Defective construction typical of developing countries, which I thought only existed 30 to 40 years ago, is rampant. All construction companies must share the same sense of crisis."
He continued, "Video records serve as a black box that can reveal the cause of accidents when they occur, making it an efficient way to reduce the enormous social costs involved in accident recovery, compensation, and cause investigation," he emphasized.
Seoul City disclosed the know-how of video record management currently implemented at public construction sites to private construction companies on this day. The core methods include filming the site panorama using fixed CCTV and drones, capturing key tasks that cannot be verified after construction such as concrete pouring or rebar placement with high-performance equipment, and close-up filming using body cams and mobile CCTV.
During the Q&A session that followed, when private construction companies asked whether participating in video record management would incur additional costs, Kim Seong-bo, Director of Seoul City's Urban Infrastructure Headquarters, explained, "We expect costs related to supervision and labor to increase in the video shooting part," but added, "We plan to work with the Seoul City budget department to ensure that support measures are reflected."
Incentive measures for private construction companies' participation in video record management were also mentioned. Director Kim said, "From the perspective of construction company management, we plan to consult with the central government so that systematic filming related to caution, management, and quality can act as a positive factor under the Serious Accident Punishment Act."
