Daegu City Councilor Kim Won-gyu, Leads Proposal for Ordinance to Eradicate Workplace Bullying in Daegu Office of Education and Schools

Scheduled to Pass in the Plenary Session on the 31st

Daegu City Council member Kim Won-gyu (People Power Party, Dalseong-gun 2) who spearheaded the representative proposal to eradicate workplace harassment, saw the "Daegu Metropolitan Office of Education Ordinance on the Prevention and Prohibition of Workplace Harassment" pass the Education Committee review on the 24th.


Recently, workplace harassment, often referred to as "gapjil," involving abuse of superior status or relationships, has emerged as a serious issue occurring throughout various sectors of society.

This ordinance aims to establish a foundation for eradicating workplace harassment by stipulating the responsibilities of the Superintendent of Education and others for prevention and prohibition. It includes provisions for the protection and support of employees who are victims of workplace harassment and allows for the establishment of a workplace harassment reporting center.


Council member Kim Won-gyu of Daegu City Council stated through the ordinance, "The workplace is not only a means of livelihood for individuals but also an important place to realize their lives and dreams," adding, "When harassment occurs in the workplace, it harms individuals' physical and mental health and damages organizational culture and bonds. Therefore, active measures must be prepared to prevent and prohibit it," explaining the reason for proposing the ordinance.


Kim further said, "Workplace harassment in educational settings can lower the quality of education and negatively affect students' learning environments, causing more serious problems than anywhere else," and expressed hope that "the enactment of this ordinance will serve as an opportunity for all employees to actively address workplace harassment issues and build a healthy workplace culture based on mutual respect and consideration among staff."


The Daegu City Council plans to pass this ordinance at the plenary session scheduled for the 31st.
