Director of Jinju Daycare Center Habitually Abusing Children with Disabilities Files Objection to Qualification and Operation Suspension

Administrative Appeal and Suspension of Execution Request to Gyeongnam Province, Administrative Appeals Committee Held

It was confirmed on the 24th that the director of a daycare center, who habitually abused children with developmental disabilities hundreds of times, filed an administrative appeal against the suspension order.


According to Jinju City in Gyeongnam and the Gyeongnam Provincial Police Agency, this daycare center in Jinju is a specialized childcare facility for children with disabilities, where it was revealed that the offending teachers habitually assaulted and abused 15 children aged 4 to 12 with autism or developmental disabilities over 500 times from June to August 2022.


The offending teachers caught on the daycare center's CCTV were seen hitting the children with their hands or kicking them in the stomach, dragging them by their arms and legs, or throwing them backward.


Children who did not take naps were sometimes covered with pillows or blankets in a manner that seemed to suppress them.

The Police Agency's Women and Youth Crime Investigation Unit arrested nine offending teachers, detaining two and charging seven without detention. The prosecution indicted six of the nine transferred individuals and the corporation, while the director and the cook were not prosecuted due to insufficient evidence.


Jinju City imposed a suspension of qualifications on the daycare center director and childcare teachers found guilty of abuse starting July 1, and an administrative suspension of operations on the daycare center itself starting September 1, each for six months.


In response, the daycare center director filed an administrative appeal and a request for suspension of execution with Gyeongnam Province on the 3rd, and the province recognized the urgency of the director suffering damages and temporarily suspended the execution of the qualification suspension.


According to related laws requiring administrative agencies to conclude within 60 days when an administrative appeal is filed, the province plans to hold an administrative appeals committee meeting on August 30 to address this matter.
