Oh Responds to 'War on Substandard Construction'... 24 Construction Companies Join in Large Numbers

Seoul Mayor Oh Se-hoon’s declared 'War on Substandard Construction' has seen massive participation from the construction industry. Among the top 30 private construction companies by contract ranking, 24 have agreed to record the entire construction process on video to fundamentally prevent substandard construction.

According to Seoul City on the 22nd, following public construction projects, companies such as HDC Hyundai Development Company, Kolon Global Co., Ltd., Daewoo E&C Co., Ltd., Lotte Engineering & Construction Co., Ltd., Samsung C&T Corporation, Hyundai Engineering & Construction Co., Ltd., SK Ecoplant Co., Ltd., Hoban Construction Co., Ltd., Hoban Industry Co., Ltd., Hanwha Corporation, and GS Engineering & Construction Corporation have agreed to participate in video recording management during the construction process.


As accidents caused by substandard construction typical of developing countries continued, Mayor Oh conducted an emergency inspection on the 19th at the redevelopment site of ‘Imun 3 District’ in Dongdaemun-gu, stating, “Only video recording management, as implemented in Seoul City’s public construction sites, can prevent substandard construction at private building construction sites,” and announced drastic measures. Accordingly, the city requested the top 30 construction companies by contract ranking to actively participate in expanding video recording management, to which the construction industry responded positively.


The first company to step forward was HDC Hyundai Development Company. The company announced that it will integrate a construction video recording management system into its currently operating ‘Quality Management Construction Real-Name System’ and introduce it at sites nationwide. Daewoo E&C also stated that it will gradually establish a system that films the entire construction process using smart construction technology. Lotte Engineering & Construction announced that it will film inspection processes such as rebar placement and concrete pouring on every floor, including underground levels, and establish a quality management system to manage these records.


Going forward, construction sites operated by private construction companies, especially apartment construction sites, will expand video recording from only the upper slabs of the top five floors above ground to include every floor, including underground levels, covering the entire construction process without omission.


In particular, Seoul City will share the accumulated know-how and manuals from one year of video recording management with private construction companies by conducting two days of training for construction company executives, site managers, and field workers on the 25th at the multipurpose room on the 8th floor of Seoul City Hall’s main building, and on the 26th at the Yajugae Hall of the Seoul Museum of History.


Mayor Oh said, “I thank the private construction companies that have joined video recording management, and I will repeatedly request those who have not yet expressed their intention to participate to join as well. We will do our utmost to support private construction companies to implement this quickly and create a ‘Safe City Seoul.’”
