Daejeon City Prevents Crowd Density Accidents at Festival Sites with AI Monitoring

Daejeon City has completed the establishment of an AI-based smart selective surveillance system and a crowd density safety management solution. Through this, they plan to monitor the influx of crowds at festival sites and prevent accidents caused by crowd density.


Daejeon City announced on the 20th that it will begin pilot operation of the smart selective surveillance system and crowd density safety management solution from the end of this month.

The smart selective surveillance system uses artificial intelligence deep learning technology to automatically detect abnormal behavior of people or vehicles of interest and display it on CCTV monitors to alert surveillance personnel.


The existing system indiscriminately monitored meaningless footage without pedestrians or vehicles appearing, causing reduced surveillance efficiency and difficulties in manpower management.


However, once the smart selective surveillance system is operational, Daejeon City expects it to drastically reduce the number of CCTV feeds that surveillance personnel must monitor simultaneously, enabling focused surveillance according to situations.


To prevent safety accidents during the upcoming ‘Daejeon 0si Festival’ next month, the city will monitor real-time conditions at the festival site using security CCTV footage.


In particular, they have established a crowd density safety management solution that displays risk alert levels such as ‘interest, caution, warning, and critical’ according to crowd density, allowing effective response to safety incidents.


Daejeon City plans to closely monitor the situation on-site during the ‘Daejeon 0si Festival’ by linking CCTV footage from the CCTV Video Surveillance Center and the Festival Safety Situation Room with the crowd density safety management solution.


When a risk alert notification appears on the CCTV Video Surveillance Center’s situation board, the CCTV footage will be reviewed and the situation shared with police and fire authorities to enable prompt response according to related guidelines such as crowd dispersal.


The ‘Daejeon 0si Festival’ will be held from the 11th to the 17th of next month around Jungang-ro and the old downtown commercial district in Daejeon. During the festival, the road section from Daejeon Station to the former Chungnam Provincial Office (1 km) will be closed to vehicles.


Daejeon City expects a total of 1 million visitors during the festival period. The maximum number of participants at any given moment is anticipated to be 5,000. Accordingly, a system to share on-site situations will be established with the 112 and 119 situation rooms during the festival.


Yang Seung-chan, Director of the Citizen Safety Office of Daejeon City, said, “We will ensure that the ‘Daejeon 0si Festival’ proceeds with safety as the top priority by utilizing the newly established smart selective surveillance system and crowd density safety management solution.” He added, “In addition to the smart selective surveillance system, Daejeon City will focus on securing citizen safety by establishing various safety services using Internet of Things (IoT) object recognition technology.”
