On the 19th, Seoul City held an urban planning committee meeting and announced on the 20th that it had approved a revised plan for the 'Mugyo-Dadong Urban Maintenance-type Redevelopment District 31st Zone Maintenance Plan Amendment.' The target site is located in the heart of the city between City Hall Station on Subway Line 1 and Euljiro 1(il)-ga Station on Line 2.


The city established the maintenance plan reflecting open green spaces, floor area ratio, and height plans according to the 'Green Ecological Urban Center Recreation Strategy' and the '2030 Seoul City Urban and Residential Environment Maintenance Basic Plan.'


First, the site will include office facilities and neighborhood living facilities with a total floor area of approximately 30,000㎡, ranging from 7 basement floors to 27 above-ground floors. Due to the introduction of open green spaces and land donation, the floor area ratio is allowed up to 1048.7%, and the height up to 126 meters. The donated land will be used to create Dadong Park and roads. Separately, open green spaces linked to public and open spaces will be created on the west side of the site. The lower floors of the building will be open to citizens from 7 a.m. to 10 p.m., connected to the open green spaces. Additionally, restrooms and resting areas will be arranged to encourage citizens to use both inside and outside the building, thereby revitalizing the street frontage.

At the meeting the day before, the 'Urban Planning Facility (Comprehensive Medical Facility) Plan Amendment' to build a new annex for Samyuk Seoul Hospital was also approved as originally proposed.


Since relocating to Dongdaemun-gu in 1936, Samyuk Seoul Hospital has served as a regional hub medical facility in the northeastern area for 87 years. The main building is over 45 years old and urgently needs remodeling, but due to Baebongsan Mountain nearby being designated as a natural scenic district, building expansion or reconstruction was difficult.


Originally, the building coverage ratio for urban planning facilities within natural scenic districts was managed at 30% or less, but since December last year, the city has allowed changes within the scope permitted by urban planning ordinances if increasing the coverage ratio does not hinder landscape protection. Accordingly, Samyuk Seoul Hospital’s building coverage ratio was raised to 40% or less, enabling expansion of medical facilities.


The new annex is scheduled to open by the end of 2025, adding 30 intensive care unit beds, 5 emergency medical beds, 5 cardiovascular and cerebrovascular center beds, and 3 negative pressure beds. The aging main building will also be remodeled.

On the same day, the authorized subcommittee for rapid integrated planning maintenance projects approved a revised plan for the 'Housing Maintenance-type Public Redevelopment Project Maintenance Plan Decision and Maintenance District Designation' for the Jung-hwa-dong 122 area.


The site near Sangbong Station, where Subway Line 7, Gyeongchun Line, and Gyeongui-Jungang Line pass, and Jung-hwa Station on Line 7, will have a residential complex up to 35 stories high with a total of 1,610 households. The number of rental units will be determined once the total floor area of the residential complex is finalized by Jungnang-gu.


The city plans to place a park in the southern area of Junghung Elementary School within the district and secure a visual corridor extending from Junghung Elementary to Sangbong Elementary to provide openness. A public pedestrian path linked to Sangbong Station will also be constructed.


The district name was changed from Jung-hwa-dong 122 area to Jung-hwa 5 District. A Seoul city official said, "This will make administrative management easier and improve convenience for residents."
