Discussion on Proposal to Increase Public Officials' Night Duty Allowance

The Seoul Metropolitan District Mayors' Association (Chairman Jung Moon-heon, Mayor of Jongno-gu) held its 182nd regular meeting on the 12th at 7:30 a.m. in the conference room on the 8th floor of Seoul City Hall.
This meeting, the first of the second year of the 8th popularly elected term, was attended by all 25 district mayors (including 12 represented by deputies), including Chairman Jung Moon-heon (Mayor of Jongno-gu). Before the opening, a plaque of appreciation was presented to the former association chairman, Lee Seong-heon, Mayor of Seodaemun-gu, in recognition of his contributions, and the main session began.
In his opening remarks, Chairman Jung Moon-heon said, “We will make efforts to properly inherit and reflect the pending issues and policies proposed by the district mayors that have been pursued by the association so far.” He added, “We will do our best to act as a bridge so that the proposals derived from the association are reflected, enabling each district office to carry out national administration more smoothly and efficiently.”
At the meeting, seven agenda items were reviewed and resolved, including ▲ Confirmation of vice presidents for the second year of the 8th popularly elected term of the Seoul Metropolitan District Mayors' Association (Secretariat) ▲ Recommendation of members for the Seoul Metropolitan Urban Planning Committee (Secretariat) ▲ Budget proposal for revenues and expenditures for the second year of the 8th popularly elected term of the District Mayors' Association (Secretariat) ▲ Proposal to amend the local public officials personnel system operation guidelines for the placement of part-time fixed-term public officials as duty personnel (Nowon-gu and Gangdong-gu) ▲ Proposal to increase public officials' duty allowance (Nowon-gu) ▲ Proposal to amend laws to prevent posthumous neglect of property of unclaimed deceased persons (Gangdong-gu) ▲ Request to comply with the results of consultations to raise and standardize veterans' welfare allowances (Gangdong-gu).
Regarding the election of association executives, four vice presidents (one from each region: northwest, northeast, southwest, southeast) were confirmed considering their expertise and region: Kim Gil-seong, Mayor of Jung-gu; Lee Seung-ro, Mayor of Seongbuk-gu; Choi Ho-gwon, Mayor of Yeongdeungpo-gu; and Jeon Seong-su, Mayor of Seocho-gu. With this, the executive lineup for the second year of the 8th popularly elected term was completed.
Representing the autonomous districts, the association resolved to recommend Kim Kyung-ho, Mayor of Gwangjin-gu, as a member of the Seoul Metropolitan Urban Planning Committee, following the resignation of Lee Ki-jae, Mayor of Yangcheon-gu.
The proposal to amend the local public officials personnel system operation guidelines for the placement of part-time fixed-term public officials as duty personnel (Nowon-gu and Gangdong-gu) aims to revise the current regulations to allow hiring dedicated duty personnel as part-time fixed-term public officials to strengthen the professionalism and responsibility of night and weekend duty workers after the Itaewon tragedy.
The proposal to increase public officials' duty allowance (Nowon-gu) was submitted to improve the treatment of day and night duty workers, as the importance of duty work has increased and the current day and night duty allowances are below the minimum wage despite the increased workload.
Additionally, in response to the increasing number of single-person households and prolonged economic downturn leading to a rise in solitary deaths, the proposal to amend laws to grant local governments authority over the handling of residual property of unclaimed deceased persons to prevent posthumous neglect (Gangdong-gu) and the proposal to request compliance with the results of consultations to raise and standardize veterans' welfare allowances to resolve inequality in welfare allowance amounts among autonomous districts (Gangdong-gu) were submitted and discussed in depth by attendees.
Among the approved agenda items, those requiring system improvements will be proposed to relevant agencies under the name of the Seoul Metropolitan District Mayors' Association.
