Guro-gu Operates Customized Programs Supporting Slow Learners

Guro-gu (Mayor Moon Heon-il) is implementing customized programs to support slow learners.


Guro-gu announced on the 10th, "To provide assistance to slow learners who may fall into blind spots, we recruited institutions to participate in the project last May," adding, "From the second half of the year, related organizations such as welfare facilities, schools, and the education office will gather to begin full-scale implementation."


Slow learners are learners classified on the borderline between intellectual disabilities and non-intellectual disabilities, with an IQ score of 71 to 84. They experience difficulties in vocabulary, comprehension, learning and cognitive abilities, and interpersonal relationships, but since they are not classified as intellectually disabled, they may fall into blind spots in education and welfare.


Accordingly, Guro-gu conducted a public discussion in 2020 to explore support measures for slow learners and enacted the Seoul Metropolitan City Guro-gu Ordinance Supporting Slow Learners the following year.

Based on the ordinance, last year various activities were carried out, including establishing a comprehensive plan for slow learners and forming a community council, as well as customized programs.


In the first half of this year, a local network was formed targeting parents of slow learners, welfare facilities, schools, and the education office, and system construction plans were discussed.


Based on the discussions, various related organizations operate programs.


The Guro-gu Youth Counseling Welfare Center conducts comprehensive psychological tests to screen slow learners and runs programs such as "Sharing Emotions, Adding Wisdom" to enhance the social skills of slow learners.


The Guro Municipal Youth Center runs an after-school program called "Our Classroom" for middle school slow learners. It integrates various fields such as music, art, and career experience to help improve cognitive ability, emotions, and social skills.


Programs for parents and related personnel of slow learners are also prepared. The Guro Comprehensive Social Welfare Center holds not only awareness education about slow learners but also talk concerts and small group meetings where concerns and information can be shared.


A Guro-gu official said, "We hope slow learners grow healthily by gaining experience through various programs," and added, "We will continue to build a dense network in cooperation with related organizations to eliminate local blind spots."
