Gubokgyu County Governor "Ready for Hwasun Development... Only Execution Remains"
Hwasun-gun, Jeollanam-do announced on the 6th that it has completed a large-scale organizational restructuring along with the regular personnel appointments for the second half of the year.
With this organizational restructuring, the main office established ▲Public Relations and Communication Officer ▲Bio and Vaccine Officer ▲Population and Youth Policy Division ▲Permit Division, and the health center set up ▲Health Administration Division ▲Health Promotion Division. The number of business offices also increased with the creation of the ▲Goindol Business Office.
◆ Emphasis on the Three Major Future Growth Sectors: ‘Tourism, Vaccine, Agriculture’
Hwasun-gun had already carried out an organizational restructuring once during the 8th elected administration.
To enhance expertise in rural affairs and promote campaign pledges, the Agricultural Policy Division was split into two divisions: Rural Vitality Division and Agricultural Policy Division.
In this restructuring, the Tourism Promotion Division, a key department for the three major future growth sectors, was elevated to the ‘Tourism and Sports Office.’
It is expected to engage in aggressive marketing by managing not only tourist attraction but also training camps and nationwide competitions in an integrated manner.
The bio and vaccine tasks, previously under the Job Policy Office, were transferred to establish a dedicated department called the ‘Bio and Vaccine Officer.’
This demonstrates a strong commitment to attracting the long-awaited advanced medical complex in the county.
◆ Improving Resident Convenience through Empathetic Administration... Promoting Swift Implementation of Campaign Pledges
To achieve the long-term goal of becoming a ‘city with a population of 100,000,’ a dedicated department called the ‘Population and Youth Policy Division’ was established. To provide a ‘one-stop service’ for building permits, the building permit tasks were integrated and the Permit Division was newly created.
Population and youth-related tasks scattered across departments were consolidated, and responsibilities include attracting returnees to farming and rural areas as well as lifelong education.
The existing Happiness Civil Affairs Division handles general civil affairs, while building-related civil affairs are managed by the Permit Division. The offices of these two divisions were placed side by side on the first floor of the building, considering the flow of visitors.
In response to the widespread use of social networking services (SNS) and the diversification of promotional and communication channels such as YouTube, the ‘Public Relations and Communication Officer’ was newly established. Additionally, to meet the increasing demand for health care, the health center established the ‘Health Administration Division’ and the ‘Health Promotion Division.’
The ‘Goindol Business Office,’ aimed at growing the Hwasun Goindol Festival into a world-class festival, also draws attention.
◆ Former County Governor: “Preparation is Complete... Only Execution Remains”
County Governor Gu Bok-gyu stated, “The preparatory work to unfold the long-held vision for the development of Hwasun-gun under the 8th elected administration is complete. Now, only the faithful execution of what has been prepared remains.”
Since the start of the 8th elected administration, Hwasun-gun has been actively moving.
To implement campaign pledges, the organization was quickly stabilized through swift personnel appointments, and various research and preparatory services were completed through rapid supplementary budget allocations.
With this organizational restructuring, the organizational composition was finalized, stabilizing the foundation for fulfilling campaign pledges and realizing policies for Hwasun’s development.
Governor Gu said, “There may be criticism that the organization is becoming bloated as the number of units increases, but compared to other cities and counties, there were fewer grade 5 positions, resulting in too many tasks concentrated on one department head. While increasing the number of departments, we maintained the number of teams by appropriately allocating personnel, minimizing the increase in the number of managers.”
A county official stated, “Although the number of teams increased by one with this restructuring, two division chief positions within Hwasun-eup were replaced by deputy county heads, so there was no increase in the number of team-level managers.”
