Yeongdeungpo-gu to Eliminate Illegal Parking in Disabled Parking Zones

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will block illegal parking in disabled-only parking zones by using Internet of Things (IoT) technology for illegal parking enforcement, thereby improving mobility convenience for people with disabilities.


Disabled-only parking zones are parking convenience facilities for people with mobility impairments, but reports and complaints about illegal parking have been increasing every year. In fact, a total of 4,902 fines were imposed in 2022 for illegal parking in disabled-only parking zones.


Accordingly, the district introduced unmanned enforcement devices capable of 24-hour monitoring using IoT technology to protect the rights of people with disabilities and prevent complaints about illegal parking before they arise.


When a vehicle enters a disabled-only parking zone, the unmanned enforcement device located behind the parking space recognizes the vehicle’s license plate and checks whether it is a registered disabled vehicle. If it is not a registered disabled vehicle, the device activates a warning light and provides voice guidance to encourage the vehicle to move. If illegal parking continues for 5 minutes thereafter, the district receives photos and parking records of the vehicle and imposes a fine.


The district expects that 24-hour monitoring of illegal parking in disabled-only parking zones will foster a mature parking culture and eliminate the practice of illegal parking. Additionally, it explained that this system can prevent complaints related to fine imposition, thereby improving administrative efficiency.


The district plans to install unmanned enforcement devices in 20 disabled-only parking spaces across seven public parking lots, including Dangsan Neighborhood Park and the district office annex, by the second half of the year. After a pilot operation period, it will gradually expand installation to other public parking lots and multi-use facilities on an annual basis.


To guarantee mobility convenience for people with disabilities, the district also supports repair costs for electric assistive devices such as wheelchairs and electric scooters. For basic livelihood security recipients and low-income disabled persons, repair costs up to 300,000 KRW annually are supported regardless of the number of repairs, while general disabled persons can receive support up to 100,000 KRW annually.


Choi Ho-kwon, Mayor of Yeongdeungpo-gu, stated, “With 24-hour monitoring and guidance using unmanned enforcement devices, we can always secure disabled-only parking zones and reduce the number of fines, preventing unnecessary administrative waste. We will continue to resolve inconveniences faced by disabled drivers and promote mobility rights and convenience to create a happy Yeongdeungpo for people with disabilities.”
