"High Risk of Malicious Use of Exposed Personal Information"
The People Power Party Youth Policy Network announced its third youth policy on the 30th, which includes obligations for companies and public institutions to destroy and notify the disposal of personal information submitted by job seekers.
Kim Ki-hyun, the chairman of the Youth Policy Network, stated at the National Assembly that morning, "The possibility of exposed personal information being used for malicious purposes is increasing significantly, and the risk of it turning into various criminal damages is also growing," emphasizing the importance of this measure.
The announced measures were prepared to prevent recent personal information leakage incidents. In March, it was revealed that BTS member RM's KTX train ticket information was leaked without authorization, and recently, the Central Election Commission experienced a personal information leakage incident involving job applicants. Kim said, "I felt a very heavy responsibility after it was revealed that a person named Jeong Yoo-jung was scouting crime targets through a tutoring app."

Kim Byung-min, a supreme council member, explained, "The name of the third policy announced today is 'Personal Information Alphago,' which is the obligation notification system for viewing and destroying job applicants' personal information." He added, "Alphago, meaning notification, destruction, and disclosure of personal information, aims to transparently inform job seekers about the responsible management and destruction process of the documents and personal information they submit during job applications." The Youth Policy Network noted that although the current Employment Procedures Act requires responsible management of employment documents, the provisions are not properly enforced in practice.
Accordingly, the People Power Party plans to establish a system where private companies, public institutions, public enterprises, and the government responsibly manage job applicants' personal information and directly notify applicants when documents are destroyed. Additionally, a policy to mandate notification to the individual when their personal information is accessed, called the 'Personal Information Access Notification Obligation,' will be implemented.
Kim emphasized, "This was also part of President Yoon Suk-yeol's campaign pledge during his candidacy, aiming to notify individuals when public institutions access their personal information," and added, "We expect this to greatly help establish a culture of personal information protection across society by emphasizing transparent management and respect for personal information."
On the same day, Kim and Lee Hyo-joo, co-chair of the Youth Policy Network, along with other attendees, performed a shredding ceremony in front of a shredder labeled 'We will protect job seekers' personal information,' symbolizing the destruction of personal information.
